Thought On The Administrative Law Enforcement Responsibility System Of The Basic SAT Institution

In order to display the function, achieve the goal, the organization must depend upon each member's responsible behavior to realize. The administrative organ is the main public orgamzation management of the country and the social affair. And the responsibility is the origin of the administrative power. According to the politics--administration method of one-divides-into-two, the basic administrative organ's function is carrying out the law, regulations, and regulations, comprehensively, correctly and effectively. And its essential target is to do the administration legally. However, substandard law enforcement by some basic law enforcement personnel, not only weakened the legal authority, but also harmed the government image, which affected realizing the goal of the legal administration directly. How to effectively guide, standardize and control law enforcement personnel's law enforcement behavior of basic administrative organ, establish the persistent effect mechanism unifying legal administration goal of the basic administrative organ and the behavior of the law enforcement personnel by the administrative law enforcement responsibility system, has become the urgent topic of the law enforcement and organizes of the basic administrative organ now.Taking the basic SAT institution as the research object, on the one hand, the thesis introduced the background of the administrative law enforcement responsibility system, explained the connotation, the characteristic and the significance of the administrative law enforcement responsibility system; dissertated the theory, which included the organization behavior, the integration of power and responsibility, and the system supplies theory three aspects, to support the administration law enforcement responsibility system of the basic SAT institution; summarized the basic, intrinsic and exterior request of the legal administration to the law enforcement of the basic SAT institution; proved the main question which existed in the law enforcement of basic SAT institution currently, by the statistical analysis, stochastically evaluates after testing, the case analysis and the quantitative analysis using the management statistics SPSS tool. On the other hand, the thesis executed the mentality of taking responsibility assignment realization as the core, taking the appraisal as the key, and taking the rewards and punishment as the safeguard. According to position responsibility system, examination and critique system and rewards and punishments system, the thesis made sure the basic proposition about "what to do", "how to do"," how is it"," how is it when doing not good". And elaborating the main content the basic SAT institution's administration law enforcement responsibility system, the thesis offered a complete institutional framework for responsibility fulfillment and the responsibility realization by the basic SAT personnel.
