The state-owned economy preferentially disposes the resources through the property-right market, and this way has incomparable preference to through issuing shares by stock market. The quality of the property traded in property-right market has no limited condition, and the property with different quality has different price. Through the property-right market, the state-owned economy can be sold the whole or part of the enterprise. So, any property can be sold in the property-right market without considering the quality of the property. This system provides trading market for the withdrawal of many resources, which have poor quality or are in bad condition at the moment. In this way, the corruption problems can be solved in a great degree, which are brought about by the unregulated operation during the state-owned and collective property-right trading. The establishment and carrying out of the property-right market guarantee the added-value of the state-owned property and it has been praised by the local governments and the state-owned property department. It is useful for the adjustment of our province property structure and economic distribution, for making the state-owned property alive and for stopping the corruption by root.It is proved by practice that the development of the property-right market has irreplaceable functions on quickening the reforming of the state-owned economy system to establish modern enterprising system for reasonably disposing the resources, improving the reorganization of the enterprises property, widely absorbing the social property investment to realize the economic resources invested by different areas and different industries. The property-right market system in our province shows the characteristics of being concentrating, integrating and regulating. And it should be advanced in the nationwide. But comparing with Shanghai and Tianjing, it is still at the primitive stage. So there still exist some difficulties and problems which are such as: there are many trades outside the market, the market service system should be improved, and the radiation functions of the information platform should be strengthened. So the policy and service system should be improved.
