Studies On The Reforms Of Cooperative Enterprise Equity Systems

Since the foundation of our country, collective economy has been a part of socialism state-owned economy and has been contributing greatly to many aspects, such as constructing socialism economy, promoting national economy stable development, addressing the problems of employment and supporting social stability etc. Through deep analyzing of the formation, development and revolution in our cooperative enterprises, we find that many enterprises are in a loss seriously. In addition, some enterprises doesn't establish the modern business enterprise management system according to the needs of the market economy. It induced the business enterprises' reform like "go through the motions", therefore the difficulties are still there, and some enterprises even appeared significant slip in their performance. As we all know, the reform and innovation of the cooperative enterprise is system engineering for it will influence on many other aspects. So it is difficult to do. Compared to the state-owned enterprises, reform of cooperative enterprises will be tough because cooperative enterprises were formed in the special economic situation. If the enterprises weren't work well in the aspects of property separate, personnel settlement and share distribution, it will bring negative impact on society and economy. It also will induce underlying crisis to development of the enterprises. Therefore it's high time for us to carrying on reforming to our cooperative enterprises. The main crisis for our cooperative enterprises is as follows: First it is hard to run effectively. Second is the collective property unbalance is turning worse, the weak place problem is outstanding. Third is shortage of effective incentive and supervision mechanism in management and operation policy of collective property. The last one is the social public opinion direction appeared deviation.It is easy to find that the mainly problem of the cooperative enterprise is lacking of clear equity definition. Based on various analyses of disadvantages existed in the cooperative enterprise. I come up with following reform measures to alleviate the problems: First, building up a modern collective business enterprise system and cooperative enterprise equity; Second, entrusting an agency method's application to the cooperative business enterprise reformation; Third, building up a perfect restrain forcibly, supervision and incentive mechanism of the cooperative enterprise; Forth, we can change the worker's identity in the cooperative enterprise reformation, especially carrying on displacement reform to the civil workers' identity in the cooperative enterprise. The various negative influence of cooperative business enterprise civil workers identity system results in the difficulties to nation or government. It also restricts the enterprise's autonomy and reduces the ability of enterprise to fit with the requirement of the marketing economy and modern business management. The nation needs to get away from undertaking unlimited liability to civil worker and cooperative enterprise needs to employ more freely and so on. It is necessary for us to reform the civil worker's identity of cooperative enterprise. Reform is the only way, then the enterprise can adapt to market economy which can profits instead of loss, finally can be in the advantage position in the severe competition.
