The economic globalization and the continuous increase of the world information industry mean that the telecom market is entering the world competition. Since China's entry into WTO, telecom industry is one of the fastest-growing industries with the utmost opening and also the most promising field of the world capital. The complete opening of China's telecom industry within 5 years is the biggest allure to the world capital. All these impose the unprecedented pressure and challenge for the young-born telecom industry which experienced newly the reconstruction and reform of the national enterprises. In the mean time, the competition of national enterprises of telecom industry is becoming fiercer in the combat of price.Therefore, it has the strategic meaning for the national telecom enterprises to find the competition strategy of the major world telecom enterprises, clarify its own advantages and disadvantages, enhance its competition in the comparison, thus gaining comprehensive competition advantages.Based on the present competition of the telecom industry and after the analysis of the competition theory and evaluation method, this paper puts forth the definition of the comprehensive competition of the telecom enterprises, takes the BSC as the theoretical foundation, and constructs the index system to scale the comprehensive competition from the quantitative analysis and qualitative analysis. The comprehensive evaluation system put forth in this paper covers the financial operation, the seeking of the customers, the utilization of resources, and the study and growing in the horizontal analysis. It applies 3 layers of structure with 4 first-class quota, 11 second-class quota, and 30 third-class quota. The mathematical model to evaluate the comprehensive competition in the telecom enterprises is brought forward according to the linear comprehensive method. The comprehensive competition of the eight national and foreign telecom enterprises in the year of 2002, 2003, 2004, 2005 is calculated according to the mathematical model, and the rank is compared.The second-class evaluation index is analyzed in details in the comprehensive competition of the China Unicom, China Mobile, and China Telecom to find the disadvantages of the China Unicom, and the concrete advices to enhance its comprehensive competition through the detailed analysis of how the Japanese KDDI develops from the weak position and shortens the gap with the leading company DoCoMo with 3G as the turning point.
