Employment Settlement For Land-expropriated Peasants

With speed-up urbanization and industrialized in our country, many land-expropriated peasants appeared as a result of rural land confiscation especially outskirts land of peasant, in order to ensure the land requirement rose by city development. Because of the institutional factor and the peasants' own influence, the peasants lose not only their land that support their living and provides for their aged, but also lose the main resource of maintaining their family standing. And it has become a severe social problem to the economy, society and politics of our country. How to ensure the land-deprived peasants to be employed is a problem that must be settled down instantly in the process of urbanization. Analysis and reality being in progress to such problem inspect, have important theory value and practical significance.Through fieldwork, analysis and studies of living position of land-expropriated peasants in some assemble districts that the land-expropriated peasants in Nanjing, figure our that the number of the recruitment program and the quality of the land-expropriated peasants will affect of the employment of the land-expropriated peasants; then based on the experiences of solving the employment and social security issues in the process of urbanization in foreign countries, this paper puts forward main approaches and measures to solve out the employment and social security issues for the land-deprived peasants. And this paper also advises: to strengthen educating and training those peasants, lead those peasants to change then-old concept, perfect the employment service system for those peasants in town and cities, to encourage those peasants to find job and carve out by themselves. The above are all helpful for solving the issues of land-expropriated peasants.This article altogether divides into five parts. The first chapter is the introductory remarks, mainly introduces the basis to the subject selected, the summarize of the literature, mainly introduces the present government's related policy and the experiences in some places, also the purpose and the significance of this paper. The second chapter is the design of this research, mainly introduced the theory basis, this train of thought and the hypothesis of this research, some basic concepts in this article, and as well as the research technique which this article adopts. In the third part, there is a case study, mainly about the general situation of the sample and its location. The forth chapter introduces the present situation of the placement to the land-deprived peasants, the questions exist and the reasons to this problems. This chapter mainly describes the basal situation of the land-deprived farmers in Nanjing, the present situation of the employment and the existence questions exist, also approach this subject from different angles. The fifth chapter puts forward the solution to make the land-expropriated farmers get employed, including the consummation of the law and the policy, the adoption of different kinds of employment placement patterns, to strengthen the employment training and so on. The sixth chapter is the article conclusion. This chapter makes a summary to the entire paper, and has induced the main innovation to this article, the theory and the application value, and had pointed out the insufficiency to this article as well as the further improvement that needs to go on.
