Northern Anhui is an relatively under-developed area in central China. As a typical representative of Northern Anhui, Linquan has many similarities and differences exist in geographical location, climate, soil, distribution of crops and product variety etc. with that of nearby cities, The research is made on the strategies to realize the standardization of local agricultural products in Northern Anhui by taking ginger and shallot for example. By making an analysis of the cases of the standardization of ginger and shallot production in Linquan, making an on-the-spot investigation of its present situations, we put forward some strategies to realize the standardization of local agricultural products. The strategies include greatly enhancing the construction of characteristic agricultural product links and fostering main products of characteristic agriculture, developing multiple circulation bodies and constructing unified marked systems of agricultural product circulation, giving play to the leading role of the governments and enhancing the construction of standardization systems of characteristic agricultural products. The results show that, Linquan has some advantages in agricultural standardization, especially in production of green products, and gratifying results have been achieved, with abundance in local agricultural product resources, good environment for growth, and enough attention from the government. However, because Linquan is located in an underdeveloped region, the management thoughts and systems are relatively backward; the agricultural standardization is so restricted by lack of capital, the rigid system, the weak leading role of dominant enterprises, lack of large-scaled bases, the depressed market, and the poor quality of peasants etc, that the latent advantages in resources are not completely converted to the expected industrial and economical advantages. The following conclusions can be drawn:(1) Distinctive farming products have their comparative advantage and the standardization of farming products is one of the most important means for developing modern agriculture, promoting economic development and bridging the great gap between China and other developed nations and regions. (2) To implement standardized production of distinctive agricultural products in underdeveloped regions, great efforts should be made to speed up the construction of production chain of distinctive farming products and give top priority to the cultivation of distinctive agricultural products so as to establish producing bases characterized by mass-production. (3) Apart from such industrialized models as "leading enterprise plus individual household", more new-type cooperative organizations with fanners as the core should be established to promote the balanced development of distinctive agricultural products. Besides, scatted brokers for farmers are encouraged to build up specialized marketing cooperate groups. (4) Underdeveloped regions should be active in establishing pluralistic investing systems under the guidance of local governments to encourage various enterprises and native and foreign individuals to invest in the standardized production of distinctive farming products. Besides, a highly efficient investment system characterized by special fund, direct investment, share-holding as well as preferable loans should be formed. (5) A marketing system with the logistic base as the core should be established so as to enlarge the market share of standardized distinctive agricultural products, improve the benefits of industrialized production and promote farmers' income. (6) A technique promotion system with the local governments as the supervising organizations and agricultural economic organizations and higher educational institutions as the major forces should be constructed for underdeveloped regions to develop distinctive agricultural products.(7) Investments should be made by the local governments to encourage large and medium-sized agricultural enterprises to allocate investments. Quality and safety inspection centers for agricultural products should be built up and a safety and quality surveillance system for industrialized agricultural products and regional farming products be constructed. |
