The Discussion For The Market-oriented Supply Problems Of The Urban Commons

The urban commons supply system, a vehicle for social common interests, provides a base for the growth of social welfare and plays a driving role in the economy. Since the 1980s, with the living standards gradually improved, the people increasingly request for the higher quality of urban commons while they show the decreasing satisfaction towards these commons, which confines the China's economy to the sustainable development. The innovations from the developed countries contribute to solving the problem. Guided by the theory of commons option as well as the new theory of commons management, an ample of countries have been conducting the market-oriented reform of urban commons supply. Apart from the civic commons directly provided by the government agencies, they can also put these commons into the utility via market orientation as well as the other channels.For years the urban gas in our country has been regarded as a career of public good, and monopolistically operated by SOEs. The system has ever played a positive part in the early stages of which a large quantity of resources had been put into the urban gas supply and in the rapid growth and popularization of domestic civic gas in order to ensure the urban gas supply to some extent. The reform of China's economic regime, however, discloses its bora drawbacks and needs the market orientation of urban gas supply. In light of the foreign innovations in the market orientation of urban gas supply and the governmental role, it is of practical and theoretical importance that the application of competition mechanism be used to smash up a monopoly and to convert the governmental orientation in order that the urban gas supply regime should be established in accordance with of WTO rules and market requirements. There are no more empirical theses to conduct the research into the market orientation of civic gas supply both home and abroad. This paper hopes to undertake a research into the urban gas supply regime in Chengdu.Firstly, in this paper, the roles of the government and the market in the urban commons supply are analyzed on the basis of such theories as commons supply, commons option and new commons management, the major patterns applied both domestic and foreign are summarized, and the general understanding of the basic qualities of urban gas and its market-oriented supply should be obtained. Secondly, the gas supply pattern in Chengdu is introduced to clarify the history, the reforming stages as well as the achievements. Thirdly, the existing problems in the process of the market-oriented gas supply are analyzed based on the current situations and the development planning of Chengdu's gas supply. Forthly, the analysis of the market orientation of the overseas urban gas supply contributes to the Chengdu gas supply research. Finally, the role and the obligations of government in the market orientation are analyzed to come up with the policy proposals for the market-oriented reform of Chengdu's gas supply.
