The Effectiveness And Socioeconomic Impact Of The Policy Of The Converting Farmland Into Forest

The program of the converting farmland into forest is a big systems engineering,which involes broad converage, invests much money and has high participation of farmers. Since the implementation of the project ,it shows the eclogical ,social and economic role. The effectiveness and socioeconomic impact of the policy of the converting farmland into forest has beeing the worldwide attention.Most scholars in China make research on the policy of the conversion of farmland into forest from the forestry and economic angle,and analyse the important significance and urgency, afforestation technology and afforestation models, as well as the existing problems. However,nearly few schoars analyse the effectiveness and the impact of the policy of the converting farmland into forest. This thesis takes Team Two of Xiakou village in Ya'an as the subject of the investigation,trying to analyse the effectiveness and the impact of the converting farmland into forest,and reconsidering the endurance of this policy .The author expects this thesis to fill the academic blank of the analysing the policy of the converting farmland into forest in the west from sociological angle in a certain degree,and supplys some reference for analyise of the policy in the futureLiterature analysis and individual case interview are primary research metholds in this thesis. firstly,the author retrospects the lastest information on the the theoretical and practical studies of conversion of farmland into forest in China and other countries. Then ,taking a village of Ya'an city-the Team Two of Xiakou as an exaple, to analyse the effectiveness of the converting farmland into forest from four aspects of the calling force ,the inductive force, the binding force and the deterministic force,the characterist of the policy effectiveness and factors which influnce the policy effectiveness,the results show that the policy of the converting farmland into forest has high efficiency and high socioeconomic significancerimproving eco-environment and raising the ecology consciousness,reducing the work intensity of pressure and increasing the surplus time,increasing the farmers' income;improving industrial structure in rural area,raising the social class of women and improving the social-economical sustainable deveolpment. Lastly,discussing the endurance of the policy of the converting farmland into forest, some recommendations are put forward: speeding up the following industry , transfering the surplus labour, enlargeing the investment of the agriculture infrastructure, lengthening the allowance deadline and persisting the flexibility of the policy.
