While constantly bringing forth new ideas in technology of electrical communication and development of computers, data communication becomes a representation of new technologies. The development of data communication market of China is fast. The income of this market in 1997 was 3000 million RMB but in 2002 it was 11800 million RMB. It had increased almost 4 times in 5 years.NDI Company devoted to the data communication industry from beginning. But, with the WTO extending the scope of the outside world to the communication markets of China, NDI Company is having lost its advantage in price of product because of the international competition. So it is the key for NDI Company's future development to get profit from perfect management performance. As we know, people are the key factors of management. How to mobilize staff enthusiasm and how to fairly treat every staff are important reasons to structure Staff Assessment System in NDI.I deeply expound the theory of staff assessment system; analyze existing problems of NDI's original staff assessment system and designed a new staff assessment system for NDI in my thesis for making a stable foundation. In the performance assessment system design for NDI company, The Key Performance Indication was introduced into it for identifying the items that department and staff should be checked; The way called compulsory classification was used for forcedly classifying the result from staff assessment; The way called communication between company and staff performance was applied in order that they remain same objectives for development. The new ideas in my thesis: 1, Through resolving yearly plans within the Company departments, I sum up the Key Production Index of departments and staff, 2, For showing fairness, the score from the assessment is related with different difficulty factors;3, To avoid needless duplication, it is created to use the department score as manager's score.Through establishing and putting into effect the whole assessment system, companies can use it as an effective tool for selecting staff. From that, also, staff can find the gap between each other. At the same time, it can help the company and staff expectations meet together and help them have the same target and improve.
