A New Exploring On The Relation Between The Purpose And Instrument Of Technology

The small transportable machines such as mobile phone get into people's life along with information technology's development. They bring some new problems for the relation between the technological purpose and instrument. Formerly it deemphasizes the different needs of the different corpora when we study the relation between the technological purpose and instrument, but the different corpora have different technological purposes and instruments as the appearance of the small transportable machines. While the technological markers' technological purposes are greater than the technological users', it will bring the technological instrument's functional redundancy. While the technological users' technological purposes are greater than the technological markers', it will bring the technological instrument's functional abuse. The mobile phone shows the new problems very much by the mobile phones' functional redundancy, the handset candid-photography, the short message-chicane and so on. They bring some new challenges to the law and the ethic.There are two root reasons of the"new contradictions". The first one is the benefits between the technological markers and the technological users'. The second one is the emerging and developing of the small transportable machines. Furthermore the socially mental needs, the lacuna of Technology Assessment, the technical laws which have leaks and the lacuna of ethic all cause the"new contradictions". So we solve the problems should follow below points: First of all, we should build the favorable socially mental needs. The second, we should have the Technology Assessment, which can make the public abroad participate in, has the high efficiency and tight couple with the law and the ethic. The third, we must legislate in time, execute the law strictly, improve persons' legal sense. The fourth, we should advance the technological markers' and users' ethic consciousness and establish mercifully technological ethic. The last, the most powerful mean is to limit the use of technological instrument by technical measures.
