For a long period of time, employment is an important issue bearing on the economy andpeople's livelihood and carrying out full employment is the key counter-measure to develop thesocialism market economy, construct the well-off society and raise the people's life level. The focusof the employment today is the peasants' employment for china, such a developing country with solarge a population especially the agricultural population.Since the reform and opening the peasants' employment situation and way have changed somuch. The percentage of employment in the agricultural industry has gradually descended and thetransfer share has incensed with the increasing urban-rural gap. Farmers do not work only on thefarm and they massively begin to enter the non-agricultural industry in their hometown or thedeveloped areas in order to get more income. According to statistics wage income has been themain source of growth in the per capita net income of farmers since 2000. But there are still manyproblems in the rural employment, such as few rural jobs, strong transfer employment mobility,poor stability, low income, absence of social management etc. and they have hindered the fullemployment. These problems are the results of long time dual economic and political system andFarmers have not yet to be included in the employment system. The most effective measure tobreak this binary situation and carry out full employment is overall planning for the economicdevelopment of both urban and rural areas, searching new ways and expanding employmentchannels. From China's actual conditions this paper firstly studies the concept of employment withoverall planning of both urban and rural areas and they will be constantly enriched with socialdevelopment. Then it researches the employment status of farmers and the key factors affecting thechoice of employment farmers. At last, it draws on the experiences of foreign developed countriesand takes up employment guarantees and ways of overall planning for the development of bothurban and rural areas. On the research methods, I want to take general survey with a sample surveyto be adopted by combining qualitative analysis and quantitative analysis, Empirical research andregulate research, static analysis and dynamic analysis, combined inductive and deductivecompared to the national and international research methods and theory and practice to each Otherto improve the reliability of research findings.
