Study On The Evaluation Indicator System Of Non-agricultural Construction Land's Rational Expansion In Urban-Rural-Integration-Area

Nowadays the urban-rural-integration-area in our country is expanding in a way with dispersive and low density. The non-agricultural construction land expanding unlimitedly bring on lots of problems: limited cultivated lands were engrossed blindly; continuous advance of urban scale increased the pressure on land ; urban development is inclined to occupy farmland, the urban land-use is extensive with low intensity, and the non-agricultural construction land engrossed farmland blindly, engendered the wasting of land resources. In order to measure which part of the expansion is absurd, what is the rational expansion, there must be a reasonable evaluation on non-agricultural construction land's rational expansion.The article chooses urban-rural-integration-area as its researching object, on the basis of defining and grasping the connotation of non-agricultural construction land's rational expansion, the article evaluates the non-agricultural construction land's expansion in Liuzhou urban-rural-integration-area. The major research contents and conclusions as follows:Firstly, on the basis of analyzing the research background and meaning of the study on rational expansion of non-agricultural construction land, the thesis summarizes and comments on the progress about land expansion both at home and abroad. It is beneficial to grasp the research direction and deepness of the thesis.Secondly, on understanding and grasping the connotation of non-agricultural land, rational expansion and urban sprawl, the thesis defines the connotation of non-agricultural construction land's rational and unlimited expansion, and what is non-agricultural construction land's rational expansion evaluation. Also it analyzes the theoretical foundation supporting the thesis. All of these establish a theoretical foundation for constituting the evaluation indicator of rational expansion and determining the standard values of indexes.Thirdly, the thesis constitutes the evaluating indictor system of non-agricultural construction land in urban-rural-integration-area, on grasping the connotation of non-agricultural construction land's rational expansion, the article builds the evaluation indicator system from the spatiality of expansion, the configuration of expansion, the velocity and quantity of expansion, the effect to urban morphology, as well as the benefit of expansion. Then the thesis presents some concerned questions about indictor system constituting, such as the meaning of index, determining the criterion of each index, evaluating the proportion and so on. At last, it presents that the study applies multi-factors comprehensive evaluation to evaluate expansion.Subsequently, the fourth major content is that the thesis makes an empirical research on evaluation of non-agricultural construction land's rational expansion in Liuzhou urban-rural -integration-area.It firstly defines the range of Liuzhou urban-rural-integration-area; On analyzing the expansion law of non-agricultural construction land by qualitative and quantitative means, it evaluates the non-agricultural construction land's expansion of Liuzhou urban-rural-integration-area from the year 1996 to 2004 applying the multi-factors comprehensive evaluation.The evaluation conclusions are: totally, the expansion of non-agricultural construction land is comparatively rational. The expansion enhances the heterogeneity of urban land-use, drives the process of the urbanization of the countryside, brings to the improving of the economic and social benefits in urban and rural, decreases the occupation to arable land, and protects the regional natural ecology. The main questions are: type of expansion is lesser rational, the extensional growth exceeds the intentional potential tapping, expansion velocity is irrational, and the industrial and mining lands distribute dispersedly etc.Aiming at the remaining problems, the thesis brings forwards some countermeasures to promote the rational growth from controlling urban sprawl, controlling the area growth of the industrial and mining lands, perfecting the monitoring and controlling mechanism of land sprawl, intensifying the guiding effects of general land use planning as well.The meaning we constitute the evaluation indicator system of non-agricultural construction land's rational expansion lies that the results can reflect problems existing in expanding, and aiming at the obstacles to rational expansion, we can bring forwards to some countermeasures to control unlimited sprawl. It hopes that we can approach a set of reasonable method of evaluating expansion of non-agricultural construction land in urban-rural-integration-area.
