Economic development strategy refers to the goal one country sets forits economic development and the fundamental measures to realize that goal within arelatively long period. The economic system is the concrete form and manners forparticular relations of production at certain stage of social economic development.Generally speaking, on the one hand, the economic development strategy determines thechoice of the economic system, and certain economic system is subordinated andcontributes to the economic development strategy. On the other hand, the economicsystem is the system guarantee that an economic development strategy can be realized.The economic development strategy and economic system in modern China reflectthis relation. In the past, China chose planned economic system under the particularenvironment to conform to development strategy. Then, nowadays, that modern Chinamoves towards market economy also reflects the adjustment of its development strategy.The economic system of modern China has experienced a series of changes during theperiod from the establishment of planned economic system to the reform towardsmarket economy after the Third Plenary Session of the 11th Party Central Committee.The innermost motive for these changes lies in the regulation and requirement of theeconomic development strategy's objective.This thesis falls into five parts and centers round the transformation of economicdevelopment strategy and economic system since the foundation of the People'sRepublic of China. The first part sets forth the relation between the economicdevelopment strategy and economic system.The second part talks about the economic development strategy set up before theThird Plenary Session of the 11th Party Central Committee of our country as well as theplanned economic system adopted to realize such strategic objective. It focuses on thedynamic relation between strategy and system in the course of realizing the economicdevelopment strategy. In addition, it also talks over the results of the economicdevelopment strategy under the adjusted economic system. In this phase, the centralgovernment once put forward a plan to reform the planned economic system accordingto the needs of economic development strategy in middle period of the fifties. What's more, the central government did make effort to carry on the reform. Disappointedly,the reform was confined in the internal administrative power's "centralization" or"decentralization". In other words, the reform did not touch the crucial problem of theeconomic system itself. Consequently, the reform in this period cannot be regarded asfundamental and efficient reform of the economic system. Despite this fact, thisexploration has offered experience and foundation for the later economic systemreform to find its correct direction. From the above analysis, the author concludes thatfrom the point of view of the economic and social development, it is essential for acountry to establish the economic development strategy and choose the economicsystem in conformity with its actual conditions.The third part summarizes the experience and lessons of economic developmentstrategy and experience and lessons of the economic system after the foundation of thePeople's Republic of China. Then it talks about the adjustment of the economicdevelopment strategy and the reform of the economic system put forward definitely bythe second generation of leading collective taking Deng Xiaoping as the core. In thecourse of reform, the second generation of leading collective gradually forms thethree-step development strategy, clarifies the relation between the economicdevelopment strategy and economic system, and eventually establishes themarket-oriented goal of the economic system reform. As a result, the transformation ofthe economic system has been finished. Finally, this part talks about the deepening ofthe Communist Party of China's understanding of the three-step development strategyand the economic system reform since the 14th National Congress.The fourth part expounds on the development strategy and positioning of socialistmarket economy system of present China. The five part points out the historicalimplications and significances of the present thesis.Since the Third Plenary Session of the llth Party Central Committee, China'seconomic system has experienced 20 years' reform, and sets up socialist marketeconomy system tentatively at the end of the 20th century. As a result, it directlycontributes to the realization of the first and the second strategic objectives of thethree-step development strategy. The 21st century, especially the following 50 years, isthe important period for economic and social development of our country and therealization of the new three-step development strategy. Furthermore, it is also theimportant period for the Communist Party of China to improve the socialist market economy system and expands opening to the outside world. There are two majorsubjects that must be solved in this period. One is to set up more comparativelycomplete socialist market economy system. The other is to keep national economygrowing at a sustained, fast and sound manner in order to realize the goal of modernizedeconomic development strategy as soon as possible. The solution to the former subjectis the prerequisite and basic guarantee of the solution to the later subject. It is a fact thatChina has successfully transformed from the countryside and agricultural society to cityand industrial society and from planned economy to market economy. In the process ofthe transformation, the Communist Party of China has improved its administrationability and the-theoretical level of economic construction has also got improved.Meanwhile, the Communist Party of China has also deepened its knowledge about thetopic "What is socialism, and how to build socialism".
