| Along with the appearance and development of knowledge economy----a kind of economic form taking knowledge as its foundation, the traditional model of economic growth faces severe challenges. Accelerating the optimization and upgrading of industrial structure is the guarantee for meeting the challenges and maintaining a sustained and healthy economic growth. And the key way to accelerate the optimization and upgrade the industrial structure is to improve the technical innovation ability depending on the advance in science and technology. Jiangsu, as one of the most important provinces in national economy, education and technology, has carried on significant adjustment to the developmental strategy, having gradually shifted the strategic center to improve the ability of technological innovation, speed up the adjustment and optimization of the industrial structure and enhance the strength of regional competition. It is a necessary problem with great practical and theoretical significance to analyze earnestly the technical innovation development supporting industrial structure optimization of Jiangsu, with the purpose of seeking the success and advantages as well as the failure and lessons.The article first analyzed the intrinsic mechanism and the functional ways in which the technical innovation influenced the optimization of industrial structure, then designed a set of target system to appraise the ability of regional technical innovation to make the appraisal of technical innovation development quantitative and direct-viewing, and carried on real diagnosis analysis in order to test the practical application of appraisal index system. Then the article analyzed the development and change trails of the industrial structure adjustment and the technical innovation ability of Jiangsu Province from 1996 to 2005, conducted relevant researches on the operation of them and promulgated the progress and ambushed contradictions gained by technical innovation development supporting industrial structure optimization of Jiangsu. Finally, according to the request of the national "11th Five-Year" development plan, the article proposed some policy recommendations for technical innovation supporting and promoting industrial structure optimization of Jiangsu in "the 11th Five-Year Plan" period, taking " base on independent innovation, increase investment in technological innovation with something done or undone, and step up its effort to build a regional technical innovation system unifying industry, universities and institutes together with industry as its leading role, enterprises as its major sector and market as its main orientation to promote the optimization of the industrial structure in Jiangsu "as its guiding ideology, adhering to the three-point and taking four measures. |
