Study On The Development Of Agro-Industrialization In Shaanxi

Agricultural industrialization is the ways of management and a type of organization for agro-economy, which by means of the functions of science and technology plan rural economy and realize localized economy, specialized production, socialized services and industrialization management to form a products chain of trade-industry-agriculture and producing-processing-market, in order to gain the most benefit for farmer. On the basis of surveying data, according to the practice and theory studies of our country within many years, analyzing the progressing course and the origin background of the agricultural industrialization of our country, this paper shows that in the theoretical aspect, it revealed the concept ,connotation and fundamental content of agricultural industrialization, and it revealed the fundamental elements of agricultural industrialization, which contain market element , estate element , organization element , matter element , science and technology element and mechanism element; in the practical aspect, it consider that promoting agricultural industrialization management energetically would be good for overcoming the contradiction between the peasant household and big market places, good for increasing the peasant income , good for improving the systemization degree of agriculture production, good for increasing the number of jobs for agro-labor force, good for accelerating the transition from traditional agriculture to modern agriculture, good for accelerating the course of integrating city and countryside. Besides, by the investigation of the real situation of the development of agricultural industrialization in Shaanxi Province during "fifteen-planning" periods,the paper thought that the foundation of Shaanxi Province agricultural industrialization have already formed; the special agro-industries for fruit and stock raising is developing quickly; industrial organization is expanding step by step; the strength of leading enterprise is enhancing notably; the ability of farm produce processing has notably improved; But, the problem of industrialization development of Shaanxi Province, such as inadequate fund for the development, leading enterprise having a weak eco-basis in common, the mechanism sharing benefit between the enterprises and farmers is imperfect , supporting policies at ease level, the enterprise layouts being unreasonable, the ability of farm produce processing at low level, and the equipment of enterprise falling behind. All of these problems above seriously restrict the development of Shaanxi Province agricultural industrialization.By analyzing the three strategy factors which produce important influential on the Shaanxi agriculture, it put forward the overall action targets which would push development of Shaanxi agricultural industrialization, that is: relying on unique advantage and talents resources in the city groups of the central Shaanxi Plain,Guanzhong, cultivate agro-leading enterprise for international market, build a modern industrialization chain actively which coordinate the producing and the selling, accelerate the modernization construct which push forward agricultural product material flow, develop the new special agriculture cooperation organization innovatively, set up modern large-scale producing base in the standard and ecological request. And develop leading products with competitiveness in five big fields: seed agriculture, international agriculture, industrialized agriculture, environmental agriculture, particular agriculture and manage to make Shaanxi agriculture reach modern international standard in 2015, and major operator would be involved into modern agricultural management system. Finally, it proposes development countermeasures and suggestions in 8 aspects: playing government function, cultivating industrial leading enterprise, developing market system, supporting industrial association and development of cooperative, constructing modern agricultural product material flow system, benefit link-up mechanism, pushing constructing of rural social service system and reforming agricultural economy system.
