Study On The Compensation For The De-Farming And Reforestation In Western China

The De-farming and Reforestation(DFR) is an unparalleled measure implemented by the state government to improve the environment of Western China. A large number of fund, labor and material resources have been inputting into the program by state and local governments. Whether or not the DFR success is not only related to environment improvement, the stabilization of society and economic development in Western country, but also related to ecological safety in middle and eastern country. However, the scientific and rational compensation mechanism has been regarded as the important assurance for the DFR.Based on environmental economics and public economics, with the investigation of the DFR in western China, especial in Sichuan, Chongqing, Guizhou and Yunnan provinces, through normative analysis and case study, the paper gives a comprehensive and thorough analysis on compensation policy and the DFR implementation. It also puts forward corresponding suggestions to establish a better DFR compensation mechanism. The primary conclusions are as follows:The implement of the DFR has acquired some effects, not only improves the environment, but also the income of farmers. Furthermore, both the degree of approval and satisfaction of farmers are in high level bout the compensation policy. However, the current policy still has been encountering some problems: the economical compensation policy is absent from the economical compensation object and subject, the standard and time frameworks is not in reason and the policy is short of stability and effectiveness. Therefore, solidifying the effect of the DFR is very difficult.In order to realize the target of the DFR,a long-term, steady and rational economical compensation mechanism must be established. In this part, the paper has studied the economical compensation mechanism and analyzed the compensation principle, compensation object compensation subject, compensation standard and time,compensation fund collection and movement, as well as compensation way .The paper aims at providing suggestions and decision-making reference for decision-makers.
