Corporation culture appeared from experience, practiced in famous enterprises. At the end of 1970s and the beginning of 1980s, America began to study it in theory. It became mature. It is shown that corporation culture has a subtle effect on enterprise management theory. This paper will discuss the effect of corporation culture on technology innovation. Since the theory of corporation culture was born, there has not been a definite description about it, so people have different viewpoints about its content. For this reason ,"Spirit phenomenon theory","Confluence theory""Three-layer theory","Four-layer theory"come into being. We define corporation culture is the appearance of enterprise spirit phenomenon, the extent in the outer of enterprises. The structure of corporation culture is complicated. That is"Implicit or Explicit structure","Four-layer structure."It has the effect to unify the thoughts and encourage workers to make progress, and has a direct or indirect effect on technology innovation. These effects exist in the dialectic relation between them, on the one hand ,corporation culture is the soil of technology innovation , is the fundamental impetus of technology innovation ,on the other hand ,technology innovation can cultivate ,enrich and develop corporation culture ,promote the change of corporation culture to adapt technology innovation. In order to grasp the important effect of corporation culture on technology innovation, we find out the way corporation culture affects technology innovation. That is persons are media between corporation culture and technology innovation. Corporation culture alters persons, cultivates persons and leads their thoughts and behaviors to affect technology innovation. The leading of entrepreneur's spirit is to cultivate a strong competition consciousness of workers, encourage them to liberate their thoughts, lay down their burden of thought, and do their best to create good achievements for their enterprise. In addition, corporations make enough use of their initiative and creativeness by human resource management and R&D management. The philosophy in corporation culture decides the basic direction of R&D value. We want to know what its function is, and adopt the research conclusion by many China's and foreign researchers, in which corporation culture is connective with enterprise achievements. It proved corporation culture is a key factor which decides the victory or failure of an enterprise; what is more, it is important environment of technology innovation. Technology innovation is the aim of our country in science and technology, but we have not realized it yet. This paper analyzes its obstacles from corporation culture, including the backward of production and management, fear of the risks at technology innovation, workers'low ability in science and technology, lack of active spirit of enterprise, paying too much attention to people's emotion, lack of the thought to protect intellectual property and so on .They all delay technology innovation, to some extent. Our best choice is to eliminate these obstacles by drawing lessons from internal and external corporation culture management, and get out of the error ranges in the construction of corporation culture so as to promote technology innovation.We make a conclusion there is a close relation between corporation culture and technology innovation. They depend on each other for existence, influence each other and interact. Corporation culture has double effects on technology innovation—promote or delay technology innovation. The key question is whether corporation culture is healthy or not. As result, constructing a healthy corporation culture is the fundamental require of creative corporation culture .
