Cost management is one of the most important of management system, which also attracts wide attention of managers and scholars in China. The results of cost management affect not only the enterprises' achievements, but also other parts of enterprises' management systems and sequentially their core competitive abilities. This paper introduces the theory of management and analyses the strategic cost management of TIME Company according to its strategic goal and status in cost management, aiming to give some references to its strategic cost management.Firstly, the paper is combined with the related theory of strategic management and cost management, and also with the introduction of new technical methods, such as Strategic Positioning, Value-Chain, Cost Driver. Then the paper analyzes the current research situation of strategic cost management in Chinese enterprise and its problem. So as a result, the traditional cost management theory can not be adapted well to modern management measuring the costs of reflecting the enterprises' critical success factors and cost analyses factors generally or so on. The attention of cost management must be changed from traditional model to development of cost strategic management in accordance with strategic goals.TIME Company has developed a definite strategy, but the model of cost management is still stumbling on a traditional plane. So in the interest of improving the level of cost management and serving for the strategic goal, the strategic management should be taken by the best handle, combining all kinds of new techniques of cost management and unfolding the strategic cost management. Finally, the paper is brought forward the strategic cost management theory of TIME Company, also is indicated the emphases.
