The Research Of Development Finance And Its Relationship With Public Finance

Development Finance is a special type of fiscal investment and loan in China. It is an important instrument and method for government to macro-control the country's economy.Development Finance depends on Public Finance to a great extent.And Public Finance, especial the fiscal investment and loan, also depends much on the particular advantages of Development Finance to advocate its market construction and development.Due to their complementarily, I think that there is a large room for cooperation between Development Finance and Public Finance.Defining their relation and scope of division and cooperation will be helpful to Public Finance's reform go on wheels.And it can also help to enhance pool efforts between finance and public finance . Through the research of Development Finance and Public Finance's definitions and their relationship, this thesis will look at the experience other oversea development banking institutions had and will try to construct a primary mechanism frame which are harmonizes and interactive between Development Finance and Public Finance.This thesis uses analysis of qualitative and quantitative, also positive and normative analysis, to address the relationship between Development Finance and Public Finance in five parts.In Part1, this thesis discusses the definition and characteristic of Development Finance, expatiates on its function effect and further analyses its practical significance.In Part 2, this article introduces both the experience which Development Finance oversea makes and the progress about Development Finance in theory and practice.This part can provide the theoretical basis for constructing a primary mechanism frame which are harmonizes and interactive between Development Finance and Public Finance.In Part 3, this paper defines the definition and characteristic of Public Finance and detailed researches the relation of Development Finance and Public Finance.It suggests that it exist complementarily between them.In Part 4, the thesis try to construct a primary mechanism frame which are harmonizes and interactive between Development Finance and Public Finance in four aspects.In Part 5, I summarize by providing some strategic suggestion on sustainable development of Development Finance.The innovative points of this article lie on: this thesis addresses Development Finance Theory in a systematical and comprehensive way.It concludes that Development Finance and Public Finance have good complementarily.Because of it, this article tries to construct a primary mechanism frame in which Development Finance and Public Finance harmonize and interact.At last, it attempts to give some strategic suggestion as to sustainable development of Development Finance.
