Study On The Form, Cause And Countermeasure Of Loss Of State-owned Assets In Institutional Transformation

State-owned assets in China's economic and social development are essential. However, since the reform and opening up, a huge loss of state-owned assets appeared which is very harmful as a community-concerned issue. In recent years, while we are placing the emphasis on strengthening the management of state-owned assets from been lost, the loss of state-owned assets has not been slowed down and contained, but has become more and more serious. This phenomenon made us to take deep-seated thought of the problem. The operational state-owned assets are the most important and most active part of the state-owned assets. It is the basis of expanding increment, as well as the focus of state-owned assets management. The author primarily analyses the operational loss of state-owned assets.Our country is a socialism country which protects the integrity and unification of state-owned assets. To promote and guarantee the continuous development of state-owned economic is our common request and expectation. Therefore, to prevent the loss of state-owned assets is urgent. How to protect and run the state-owned assets in markets has become an important theoretical problem.This paper consists of the following parts: Firstly, it analyzes the relationship between the property right reform and the loss of state-owned assets, and defined the meaning of property rights, property right system, state-owned enterprises, state-owned assets,the loss of state-owned assets. Secondly, the author analyzed in detail the current status of great loss of state-owned assets. It gives a complete analysis of the problem of the cause, the meaning,forms,channels of the loss of state-owned assets. Thirdly, the paper gives an analysis to the causes for the loss of state-owned assets. It includes the malpractice of state- owned assets' manageable system, the illegality of the property right deal and the problem of state-owned enterprise managements. Finally, the author gives suggestion to the solutions of the problem. It consist of checking the quantity of the state-owned assets,building up new state-owned assets management system,adjusting state-owned assets structure,encouraging and controlling the state-owned enterprise manager and implementing other reforms. To protect the national interest and to retain and add value to the state-owned assets is our purpose of solving this problem.
