The S&T SMEs Of China Innovation Environment Construction Research

Since 1980s'the S&T SMEs of our country have experienced over 20 year's development, which now play the important roles in promoting the economic increase, improving the S&T innovation capability, developing the Hi-tech industries and enhancing the employment opportunities. The development of the S&T SMEs will also play an important role of forming the innovative nation and improving the style & quality of the economy growth in our country.To accelerate the development of the S&T SMEs in our country and to improve the S&T innovation capability we must finish following 2 tasks. On one side the enterprises should improve their market competition capability through technological innovation, on the other side the government should create a good environment for the development of the S&T SMEs. But in many aspects like policies, laws and public services our country still lack behind the developed countries. So How to improve the environment building of innovation is the important factor of improving the development of the S&T SMEs and the innovation capabilities. It is also the best way of enhancing our self innovation strength, creating own trade marks. From the viewpoint of governmental public administration the article explained the policies for the S&T SMEs made by government and the measures for building an innovative environment taken by the government. Then the article will study on the theories and make comparison of the S&T SMEs to deliver some useful suggestions.The article firstly points out the conception and characteristics of the S&T SMEs. On the basis of the conception and characteristics the article studies the composition factors and content of the innovation environment for the S&T SMEs. The article point out that following 3 parts are included by the innovation environment for the S&T SMEs, the policies & laws, the investment and loans, and service for development. Then the article studies on the current situation of the above 3 points and analyzes the main problem to bring forward the suggestions of the problems. Also the article compares the S&T SMEs and the innovation environment for the S&T SMEs of our country with the USA and point out the disadvantages to learn the lessons from the advanced experience of promoting the establishment of the innovation environment for the S&T SMEs.
