Through 20 years development and reformation, the real estate industry in China has played an increasingly important role, and has deeply influenced the sustainable development of economy and social harmony and stability.This thesis has had a retrospect express of the developing track of the real estate in our country. It was the speech on housing problem made by Deng Xiaoping on April 2nd, 1980 opened the prelude on house marketing and indicated the existence of real estate and house commercialization. Since Deng Xiaoping's speech made on his south trip and Party's 3rd Plenary Session of 14th National Congress, the real estate has gained its rapid development in a sound environment of politic and economy, gone into a booming period, and been improved and nurtured into a marketing stage. As entering into the 21st century, the real estate in our country has entered into a stage of standardizing and further improvement. Real estate has become the mainstay of Chinese industry and the housing consuming has been hot. Macro-control policy of real estate has developed as the development of this industry and been with the history imprint. Through last 20 years, our country, with the reform of the policy of land use, house distribute and real estate finance as its motility, taking establishing industry policy and lowing the entering limitation as its sustentation and establishing and perfecting the marketing system as its code, has improved the policy on real estate step by step. This thesis has analyzed macro-control on real estate policy in different period and expatiated the experiences and lesson we have learned through its development.The developing modes in America, Japan, and Singapore are typical. This thesis mainly analyses the housing policy based on marketing in America, Japan's housing policy taking public warehouse, public battalion, and public group as its major backbones, and Singapore's plan of Residence has the house and welfare policy. The thesis has discussed the advantages and disadvantages of the policy in those three countries and aimed to learn from their experiences.Finally, aiming at some problems existed in the real estate macro-control policy, the thesis carries out some suggestions on macro-control which will help the sound development of real estate industry. Firstly, four correct ideas should be established related to the development of real estate: First is the idea of taking the real estate industry as the leading and cornerstone industry of our national economy, Second, macro-control is to be carried out when the house price goes up or drops too quickly; Third, macro-control of real estate is a systematic project; and forth, macro-control should based on institution. Secondly, the thesis has the following framework of the pattern of macro-control. First, we should use some financial or taxing method to prevent the situation of housing prices going up or dropping to fast; second, our government should take the responsibility to build economic and low rent house; third is to improve the land supplying system and implement the policy of land bid should been combined with house price, volume and land transfer price; forth is to further improve house dismantled and move out compensating system on the principle of fair and square.
