Research On System Of Operating Performance Evaluation Of ISME

Nowadays, the society changes by leap and bounds. For Enterprises, Countries and even the Nations, innovation has become the key theme in current development. Since our Sixteenth Middle Five Plenary Meeting proposed that enhancing self-innovation capability should be taken as the basic point to technological development, Innovation has been brought to a never-new height. Simultaneously, Innovational Small-and-Middle Enterprises (short for ISME), a new group force which in small scale but large quantity, are growing up quickly, and reputed to the genuine crucial power to transform the increasing way of economic and optimize the economic structure.ISME, as the new power in marketing economic, are brought to face a series of problems related to running their business, such as innovation capabilities, management efficiency, financial performance, etc, and expected to work out solutions. However, there is a lack of performance evaluation system especially for these kinds of enterprises. Therefore, the purpose of this research - does not mean to put forward a new way for performance evaluation known from before, but to set up an applicable performance evaluation system for running these enterprises, by analyzing the strong point of current system and taking the generalized investors (owners and creditors) as principal part of evaluation on the base of defining the related concept to ISME and studying the inner and outer of environment.The Operating Performance Evaluation System for ISME, which this research set up, units the strong point of current system and come into development trend of performance evaluation system, analyzes system according to the highest nucleus guideline and drive factor, enhance the systematization. Makes the core index of financial achievements outstanding and specified which named "Economics Value Added Return(EVAR)" as final nucleus index, so that the scientificity, comparability and practicality of this system are effectively improved.The whole research are including six chapters and could be divided into three parts by the contents:The first part including chapter one and two are mainly analyzes and studying the concept, scope and factors related to this system in particular in order to construct a theoretical frame for performance evaluation of ISME.The second part including chapter three and four embodies "the operating performance evaluation system for ISME" through studying the features of current evaluation systems. This is the main body.The third part including chapter five and conclusion mainly analyzes the performance evaluation system from scientificity, efficiency and case application, generalizes the strongpoint and contribution of the system and put forward the shortage and limitation of the system.
