In the present society, enterprises face the great pressure of fierce competition. Whether they can succeed or not depends on the factors of the employees. How to get the right people, how to retain and inspire them to work well becomes the core task of human resource management. Payment management plays one of the principal roles in accomplishing this task.Therefore, one of the problems the payment managers need to work out is how to design and establish the suitable payment program, how to combine the company strategy with the payment program, how to make the payment become the inspiration factor. Based on the experience of establishing new payment program of Gansu Road and Bridge Construction Company, this thesis tries to do some theoretical and practical research work into the ways to overcome these difficulties.Firstly, the thesis gives an introduction and analysis of the main payment theories, payment program and procedures of payment design. On payment theories, the thesis mainly introduces the modern payment theory and inspiration theory. When introducing the payment program, we analyze the special features of the two main systems: the position-based payment and the performance-based payment. Also the features, defects and applicability of these two systems are discussed. Furthermore, taking the specific position-based payment and the performance-based payment system adopted by Gansu Road and Bridge Construction Company as example, we introduce the general procedures of payment design and implementation.On the basis of the actual payment practice adopted by Gansu Road and Bridge Construction Company, we propose some advice and suggestions of improving payment program of the company and a combined payment proposal----"3P"payment, which combines positional, personal and performative factors together, in which point-method is used in the evaluation of one's position and performance in the company.
