The present situation of urbanization, the development of economy, and the level and trend of industrialization have shown that urbanization in China has step into the fast development. The material qualification of promoting urbanization is prepared by the improved agricultural productivity, the balance of supply and demand of farm products, the past pace of industrialization course, rapid development of service field and increased power of town economy. Urbanization is a significant sin for human progress and the inexorable trend for one country's economic society development. We choose urbanization according to the situation of our country and we should see that urbanization is a strategic system. As a kind of economic development strategy, it requires to carry out the society justice, dispels the dual system and structure in urban and rural areas, guarantees different people of area to have equal rights to develop among the policy of national and regional inequality, guarantees that the right to choose 'first rich' and 'after rich' belongs to society, but not government. As a strategy of promoting society progress, it can't be the way to urge the peasants to move to urban areas. It should realize the spread of modern civilization in the countryside and peasants. It's a course that peasant's whole quality raises in an all-round way. It is the requirement and precondition of social civilization of our country.The local government is the real executive of urbanization construction. Local government behavior is the healthy key of urbanization. How the local government behaves plays an important role in the development of urbanization. Too much interfere of government will lead urbanization into a wrong way and cause the phenomenon of over-urbanization or contra-urbanization. Giving up government interference also falls short of the situation of our country. Due to the shortcoming of market, free resource collocation by market may cause that the public can't get deserved service and affect the authority of government. The local government is also one in market economy in running after righteousness reason simultaneously. How to set its role, optimize its behavior, and fix its position in urbanization health developing is the hot spot we are studying currently.The research of the local government behavior in urbanization divides into three parts:Part I talks about the common theory of urbanization and local government behavior. Through inspecting the current situation of our country's rural area construction, it analyzes the correlation between local government and these situations; it points out that local government has the necessity to get involved in the urbanization construction by controlling, planning, leading, guiding and other effective ways because of the shortage and limitation of market, the forward planning of urbanization construction and function of government.Part II discusses the real obstacle for local government to get involved in urbanization construction. All of these require that the local government must follow the principle of law, justice, efficiency and service in the interference of urbanization construction. The optimization of government behavior depends on the change of governing concept, government function and system environment.
