Policy Study On The Effectiveness Of The Chinese Housing Accumulation Fund System

This paper, using document analysis and empirical analysis, analyses Chinese housing accumulation fund system from the following four aspects :First, research for the typical foreign housing system . On the basis of analyzing the housing systems of the United States, Singapore, Mexico and France and other countries , making some suggestions about Chinese housing accumulation fund system .Second, study of Chinese housing accumulation fund system . On the basis of analyzing the development of Chinese housing accumulation fund system , figuring out some contradictions of the system: 1, imbalances of the regional development and the local management ; 2. policy goal and actual covering area of the policy 3, a single source of funding and extensive use of funds 4. Efficiency and security in the use of capital funds. Based on the study we find that management problems , behind the times of the legal system, uncertainty of policy's positioning and the lack of effective supervision are the fundamental reasons for these contradictions.Third, evaluation of the effectiveness of the housing accumulation fund system. In this paper, using public policy evaluation method , selection effects standards, including the effectiveness, efficiency, fairness, responsiveness, adequacy, appropriateness of six factors , to analyze the effectiveness of the housing accumulation fund system . The results showed that the housing accumulation fund system do well in social benefits and public response with low efficiency and lack of certain fairness. This shows that the system is necessary, but its effect has not been fully revealed, so it needs a gradual adjustment and improvement process.Fourth, suggestion for Chinese housing provident fund policy .To better serve the public, Chinese housing provident fund system should innovate in its coverage, withdrawal , policy effectiveness , value orientation, operating mechanisms and other aspects .
