The small and medium-sized enterprises have become a powerful element that cannot be neglected by Chinese economy. They have greatly contributed to our economic improvement in employment promotion, industry structure amelioration, and external trade increase. But the financing hindrance of small and medium-sized enterprise is an unarguable fact. The reasons of the problem exist not only in the small and medium-sized enterprise self, but also in the financial external environment.The credit rating system for small and medium-sized enterprises (CRSSME) is a sub-system of the"Electronic Bank Emulation System"."Electronic Bank Emulation System"is a special topic of the national"10th 5 year"scientific and technical research subject, which is"demonstrating project of bank's numeralization". Aiming at the melioration of the financial external environment of small and medium-sized enterprises, CRSSME rates the credit grade of small and medium-sized enterprises in order to provide scientic decision support for commercial bank.It regenerates the procedure of loan application and audit of small and medium-sized enterprises, enhances the validity of the credit rating of small and medium-sized enterprises, accelerates the process of applying and auditing. All of these will facilitate the solution of financing hindrance of small and medium-sized enterprises, and the enhancement of the competitive power of commercial banks new time. The research will be of advantage to protect the profit of investor, inspire the development of small and medium-sized enterprise, and push the construction of social credit system.Strict control of loan to small and medium-sized enterprises is an old problem of commercial banks. So commercial bank is in shortage of the data of small and medium-sized enterprises, furthermore, the data and information of small and medium-sized enterprises is much more unsymmertric than big-sized enterprises, the quality of data is poor. The credit rating method which bases on expert analysis such as 5C element analysis, depends abosolutly on the ability of the rating expert, the decision is too subjective. The anticipation of the credit of small and medium-sized enterprises, which bases only on the financial data, can't cover all riskes and be retarded to special important case. However, the The Internal Rating-BasedApproach (IRB) that is required by Bassel II is unpracticale in the rating of small and medium-sized enterprises due to the data reason. So, synthetical analytic method has advantage in the credit rating of small and medium-sized enterprises under temporary reality. This thesis adopts the synthetical analytic method, combines the quantitative and qualitive analysis, to make global rating of small and medium-sized enterprises.The validity of credit rating result of small and medium-sized enterprise depends on the rationality of the index system design and rating model. However, there is no small and medium-sized enterprises oriented rating standard in China, no matter what size the enterprise is, big, middle or small, the pattern and standard of enterprise's rating is all the same. The pattern and standard is suitable to the state big and middle sized enterprise, neverless to small and medium-sized enterprise, the effect of rating of small and medium-sized enterprise is weakened. So the work to construct the qualitive index system of small and medium-sized enterprise this thesis refers the temporary qualitive index system, and expects to make the index system own the characters of small and medium-sized enterprise self. As to the quantitave index, in order to reflect the state of small and medium-sized enterprise comprehensively, financial indexes are widely choosed, and statistical tools such as coefficient of variation and layered Clustering are applied to filter out those financial indexes that enjoys great rate effectivity, high discrimination, small relativity. Afterthe the rating index system is constructed, the method, AHP (Analytical Hierarchy Process), is used to decide the weight of individual index, so as to establish the credit rating model, and obtain the credit grade of small and medium-sized enterprise.Furthermore, basing on the above-established credit rating model of small and medium-sized enterprise, the system design of credit rating system of small and medium-sized enterprise is done. After the careful analysis and elaborate description, the author uses the modeling language of orient object design, UML, to complete system model design, and bases on the MVC system pattern to accomplish system structure design, and scheme choice of system realization.Commercial banks haven't been satisfyingly digitalized by now, they lack applications of computer and network, and the procedure of loan applying and auditing is also complex. Basing on a detailed analysis and using the Unified Modeling Language (UML)-an onbject oriented modeling language, the modeling and design of the CRSSME has been done in this thesis, the structure has been designed and the developing scheme been choosen as well. A browser/server (B/S) structure-based developing mode MVC has been choosen. MVC mode will be realized by an infrastructure that combined Struts and Hibernate. This B/S system structure bases on Internet, enjoys a small-sized client, and has a concentrated business logic, which enables efficient management of data and extensive development of business. Hence, the system enjoys high efficiency, easy maintenance, and reasonable expansibility. The MVC developing mode enables the separation among input, process and output, and independence among model, view and controller of application program, which greatly enhances the reusability of codes, makes the change of data layer and business principle of application program to be convenient, and gives the application program high flexibility. The application of Struts and Hibernate-based infrastructure could greatly simplify the developing procedure, save developing time, accelerate developing schedule, and assure developing quality.The detailed research of this thesis covers basic data selection, the constreuction of index system and system model, system modeling, structure design and scheme choice. Based on modern information technology and statistic theory, a scientific, objective, advanced, reasonably digitalized CRSSME that is suitable for Chinese small and medium-sized enterprise has been researched. However, due to limited time and large amount of work, there are inevitably some limitations that will be ameliorated in successive works.
