Strategic Research On The Development Of Distinctive Industry Of Tibet

Tibet is an important place of national defense and ecology as well as an undeveloped place of our country. At the same time, there is much trouble in the development of the industry. The problems of how to choose and develop the industries and how to foster the distinctive industries and distinctive economy of Tibet are necessary to be coped with as soon as possible.This paper is based on abundant documents and survey. The feature of this paper mainly is theory combined with practice, subordinated with positive analysis combined with normative analysis and qualitative analysis combined with quantitative analysis. Furthermore, this paper is dependent on regional economics, industrial economics and ecological economics and so on. In addition, the frame of this paper is the theory of distinctive industry—the analysis on industry choice of Tibet—the status quo, problem, hindrance and advantage of the development of distinctive industry of Tibet—the strategy of the development of distinctive industry.First, we introduced the theory of distinctive industry which prepared for the development of distinctive industries of Tibet. Second, we analyzed the status quo, characters and problems of the industries of Tibet. In our opinion, Tibet must leave no strength to develop distinctive industries in accordance with its condition. At the same time, we analyzed the problems, difficulties and advantages of distinctive industry. Finally, we pointed out the important meaning and strategic chance of the development of distinctive industries of Tibet, and then we put forward strategic thoughts and strategic measures.In our view, it is unfeasible to develop industries on a large scale in Tibet, in the contrary; the correct choice is developing distinctive economy and distinctive industries which accords with the condition, the characteristic of resource endowments, the degree of social development and the level of economic development. The development of distinctive industries is an important way to realize the maintainable development of population, resource and environment of Tibet and it can ensure benign cycle of natural environment, raising income of farmers and herds, economic development, social advancement, political stability and solidarity of people.We proposed that the important places of the layout of distinctive industries of Tibet are Lasa, LinZhi, RiKaZe and ShanNan and the important distinctive industries are agriculture and stock raising and their process, touring, medicine, architecture, handicraft and cultural industry of Tibet. There are many strategic measures. the first is institutional innovation, especially is the innovation of government management institution. The second is rationally adjusting industrial structure to promote the structure. The third is to increase the investment to human resource. The Fourth is to increase the investment to science and technology. The fifth is to perfect marketing economic institution. The sixth is to enhance the construction of infrastructure and finally is to develop the system of ecological environment protection.
