The evaluation of foreign trade development of Jilin Province is not only an important theoretical topic but also a great practical topic. The background and meaning of choosing the topic, research basis and paper structure, research methods as well as data sources are briefly introduced, which not only determines the research ideas and methods for the following sections and chapters but also become their basis. Chapter 2 is the theoretical basis of evaluation of foreign trade development of Jilin Province. On the basis of making clear the basic meanings of foreign trade and development, the basic meaning of foreign trade development is given and the systematic structure and basic characteristics of foreign trade development are analyzed. Chapter 3 is the actual criteria for evaluation of foreign trade development of Jilin Province. On the basis of briefly introducing the present situation of foreign trade development of Jilin Province, the problems and their reasons for foreign trade development of Jilin Province are analyzed. Chapter 4 is the index system and evaluation methods of foreign trade development of Jilin Province. On the basis of briefly introducing the concept and roles of the index system of foreign trade development of Jilin Province, the principles and thoughts of the index system of foreign trade development of Jilin Province are pointed out, the index system of evaluating the situation of foreign trade development of Jilin Province is presented and the evaluation methods and model of foreign trade development of Jilin Province are determined, which provides conditions for the evaluation of foreign trade development of Jilin Province below. With the calculation of index evaluation values and result analysis, not only the evaluation results are obtained but also they are thoroughly analyzed in addition that the relevant strategic suggestions are presented. The main conclusion of paper research is given on the research of the previous chapters and the problems to be studied in the paper are presented.With the deep-going and systematic study of evaluation of foreign trade development of Jilin Province in the paper, the following basic conclusion is made:1. On the basis of defining some basic concepts such as foreign trade, development and foreign trade development, etc., the structure of foreign trade development system is analyzed from the two perspectives of quantity growth and quality development and the basic characteristics of foreign trade development system are given.2. On the basis of introducing the present situation and status of foreign trade development of Jilin Province, the main factors influencing the foreign trade development of Jilin Province and the main problems restricting the foreign trade development of Jilin Province are analyzed. First, the situation of both Jilin Province and foreign trade development of the province is introduced and some characteristics of foreign trade development of Jilin Province in recent years are introduced. Second, the conditions and gaps of foreign trade development of Jilin Province are dealt with. Third, the main factors influencing the foreign trade and development of Jilin Province are analyzed from the economic and non-economic aspects. Finally, the main problems existing in the foreign trade development of Jilin Province are concluded, which mainly include the three aspects of serious backward service trade development, foreign trade management system urgent to be reformed and imperfection of foreign trade legal system, etc.3. According to the characteristics of foreign trade development, situation of Jilin Province and index data available, the index system of foreign trade development of Jilin Province. The system should include 6 indexes such as trade development scale, trade development potential, trade development power, trade development efficiency and trade development assurance. The indexes reflecting the foreign trade development scale of Jilin Province include amount of foreign trade exports, amount of foreign trade imports, gap between foreign trade imports and exports, proportion of amount of exports occupying the national one, proportion of amount of imports occupying the national one and amount of exports and imports occupying the national one. The indexes reflecting the foreign trade development potential of Jilin Province include the total social investment of fixed assets, balance of urban and rural residents'deposits, the total social sales amount of consumables and average citizens'consumption standard. The indexes reflecting the foreign trade development power of Jilin Province include distribution degree of exported commodities, distribution degree of imported commodities, market distribution degree of exported commodities and market distribution degree of imported commodities. The indexes reflecting the foreign trade development efficiency of Jilin Province include foreign trade dependence, export dependence, import dependence, contribution ratio of exports to economic growth and export driving economic growth rate. The indexes reflecting the foreign trade development speed of Jilin Province include growth rate of amount of exports than that in the same previous period, growth rate of amount of imports than that in the same previous period and growth rate of amount of imports and exports than that in the same previous period. The indexes reflecting the foreign trade development assurance of Jilin Province include scientific research expenditure and foreign currency reserve.4. The entropy power method is determined as the one used in the evaluation of situation of foreign trade development of Jilin Province. The method is an objective power entitlement. The original information of the entitled power that it depends on comes from the objective environment. It determines the weights of indexes according to the connection degree of each index or amount of information provided by each index. However, when the entropy power is used for weight evaluation, some extreme values are often met. Therefore, in the use of the paper, it is improved and the matrix is first treated and the normalization treatment is made to profitability indexes and loss property indexes. It more agrees with the characteristics of indexes themselves than the original entropy power.5. According to the relevant data of the foreign trade development of Jilin Province from 1991 to 2005, the index system and evaluation method established in the paper are used to carry out evaluation and analysis of the foreign trade development of Jilin Province. It can be seen from the analysis of the evaluation results that the foreign trade development of Jilin Province from 1991 to 2005 tends to rise as a whole, which shows that the continuity of foreign trade development of Jilin Province is continuously improved. However, fluctuation occurs in some years, for example, in 1995 and 1997 when the evaluation values tend to decrease. With the analysis of subdivided indexes, it is shown that the evaluation values of 9 of 25 indexes in 1995 and 1997 tend to change greatly in a reverse direction; therefore, the fluctuation of comprehensive value is caused.
