But, the basic technological conditions of Changchun has not been able to fulfill the demands of technological progress and the economic development of whole society, therefore, the foundational technological condition must be advanced in order to realize the leaped development of Changchun.Based on the current technological innovative platform of Changchun, this thesis systematically presents the research on the development strategy of constructing basic innovative condition, and meanwhile, it also proposes the strategic goal, thoughts, essentials, processes and specific policies of construction of basic innovative conditions. Consequently, this research is helpful to promote the wholly upgrade of innovative ability of Changchun and the leaped economic development.This thesis, firstly, focuses on the research of foundational theories of regional innovative platform, which includes the goal system, strategic model and selecting standards of constructing the regional foundational innovative platform, besides, it also involves the policy and effective systematic arrangement, the relationship between constructing the regional innovative platform and the core competitive ability, the build of regional innovative foundational platform and the establish of regional innovative system and the issues of platform supporting system of the regional innovative basic conditions , etc. Through the research of basic theoretical projects, the theoretical support is provided to the following researches.Secondly, the systematic research is implemented on the following sides which include large scientific instruments and equipments, technological data and literature, natural scientific resource, technology application service base and informative net resource. At the same time, this thesis also analyzes the potentials and advantages in the economic development of Changchun, and, simultaneously, emphasizes on the analysis of relationships between the development of technological innovative platform and each level of this development. Besides, this thesis analyzes the changing rules and characteristics of technological innovation of Changchun and detailedly analyses the existing problems plus the reasons in basic technological innovative platform of Changchun by means of comparative research on large quantity of statistical data. Then, the updated grade analysis model which is logical strictness and easy to utilize is used as the evaluation model of enterprise technological innovative ability. This thesis, based on that evaluation model, processes the project analysis and proposes the advancing suggestions and countermeasures according to the existing problems.Ultimately, the thesis presents the strategic countermeasures under different strategic models in accordance with the research achievements of strategic model of constructing basic innovative platform in Changchun. And the research of these countermeasures that focus on the substance and information ensuring system, talents and technological team building, the system with the core of sharing mechanism, the investment to construct the research and development platform as well as the technology transferring platform, the co-own criteria standardization, mechanism innovation, management and system innovation and so on are done in-depth and systematically.
