| Comprehensive Development of Agriculture have implemented in the whole country since 1988, which our government concentrated finance and took a new model"Privately Run Under State Ownership and Rolling Development". By comprehensive treatment of mountain, water, farmland, forest and road, also matching devotion of agriculture, forestry, water conservancy and Sci-tech measures, that have built field farmland, capacious forestry, irrigation against drought and waterlogging control, which assured high and stable yields. Also that was a important measure which can improve productive condition of agriculture gradually, assure food security of country, optimize economic structure of agriculture and countryside and improve agricultural synthesis productivity and comprehensive benefits. Comprehensive Development of Agriculture gained government support and strategic measure of developing agriculture, which was an important power of building socialist new countryside and building of an all-round well-off society. It contains project of land administrating and industrial management of agriculture. Comprehensive Development of Agriculture in Jilin Province has built on construction of marketable grain base in late during the Seventh Five-Year Plan (1986--1990), which supported by countries' energy policy and start at Sept. 1988. Through development and construction of 18 years, Jinlin Province have improved cumulative middle-low yielded cultivated land 20,540,000 mu, built 300 project of industrial management of agriculture, added new 19.35 billion kg in capacity of grain production. By 2006, investment scale arrived at $9.88 billion, including $4.94 billion of central finance, $2.44 billion of local counterpart funds and $2.5 billion of self-raising funds, which improved the capability of disaster resistance and reduction agricultural production of Jinlin, increased the income of farmers and improved agricultural ecology environment.In a long time, agriculture was subordinate status of national investment construction project, still practicing extensive management and basically no invest project accurately, so there is not special evaluation mechanism aimed at agricultural project. But recently, one hand all decision developed scientific direction in government wok, and on the other hand, the investing project of agriculture increased gradually, especially loan project from world banks, the mind of project management introduced in agriculture. So, at present, in evaluation of Comprehensive Development of Agriculture, there introduced feasibility analysis methods gradually, took evaluation before decision as an important technology economic argument in early stage of construction, and brought into procedure of basic construction, carried out a system and mind of investment management"first evaluation, then decision". But in actual process of evaluation, there were different expert standard, weak phase of benefit analysis and simply got a conclusion of synthetic evaluation. By analyzing and studying on evaluation of land administrating, finance, national economy, social and ecological benefit and synthetic evaluation, the methods and parameter of evaluation were advanced initially, evaluation method and system of land administrating were built in this paper. The objective to give a scientific and reasonable decision for project administration department, and improve effective of financial found base on resolving the most concern, the most actual and the most urgent problems for farmer.On evaluation of technology, financial benefit, national economic benefit, social and ecology benefit, which composed the main body for the evaluation system of land administrating project in Comprehensive Development of Agriculture, and evaluation of financial benefit and national economic benefit were mainly discussed in this paper.In general, the index of benefit evaluation in agricultural invest contained three categories: time index, value index and rate index. Time index mainly indicated the invest recovery period (Pt) and repayment period of project loan. Because project invest of Comprehensive Development of Agriculture belonged to national volunteer special transferred payment, so Pt can looked as assisted index of project evaluation. Pt were composed of static and dynamic invest recovery period (P't). The remarkable advantage of Pt was explicit of economic sense, intuition and convenient calculation for investor to measure the capability of project undertaken risk, and reflected achievement of invest to some extent. In addition, because static invest recovery period hadn't consider time value of capital. Thereforce, there was no way to distinguish effect of project so as to avoid unnecessary loss. So taking dynamic invest recovery period as the main index would be better.Value index mainly indicated net present value Criterion rate of return for investment (ic) required the minimum return rate of invest. The main advantage considered time value of capital and economic status during the whole life time, directly express net benefit of project as currency quota, intuition and explicit of economic sense. The main issue of FNPV was needed to ascertain a better ic of accordance with economic reality.Rate index mainly indicated rate of return on investment and rate of net present value (NPVR). IRR was discounting rate when FNPV of cash flow was zero. The main advantage was the same to FNPV, but also did not ascertain ic in advance and enough to know extent. So, FIRR was taken as the main evaluation index. NPVR was the rate between FNPV and present value of invest, which could ascertain the sequencing of independent project, especially suitable for our province.After choosing the evaluation index, according to character of Comprehensive Development of Agriculture and evaluation parameter of trade benefit of agricultural project, it was ascertained that the financial ic was 8%. The evaluation of national economic benefit was evaluation emphases of social public welfare. The parameter contained social discount rate, conversion coefficient of shadow exchange rate and pay, shadow of land, trade cost and so on. In evaluation of national economy, the social was looked as discount rate of economic FNPV and as standard measuring FIRR, which was the main judging of project economic feasibility and programme choosing. Conversion coefficient of shadow exchange rate was the rate between shadow exchange rate and quoted price of national foreign exchange, according to supply and demand information, structures of import and export and cost of exchange of current stage in our country, the rate was 1.08. Conversion coefficient of shadow pay was the rate between shadow pay and labor payment added up welfare. Compared the project of water conservancy and road construction, Conversion coefficient of shadow pay of Comprehensive Development of Agriculture in Jinlin province, the rate was between 0.5-1 according to different areas and different economic conditions. Because the project of land administrating in Comprehensive Development of Agriculture didn't concerning the issue of land acquisition compensation, so shadow cost of land didn't have to calculate the cost of shadow cost of land; it was a suggestion that of trade cost rate of Comprehensive Development of Agriculture should be improved appropriately, changing between 6% to 8%, in view of the price of agricultural production and agricultural trade is lower, the volume is bigger.In the past, the project of land administrating place value on the technology evaluation, and emphasize the benefit evaluation, in the meanwhile, we also attach importance to ecology benefit and society benefit.In this article, we construct the comprehensive evaluation index systems by investigating lots of experts. In the future, I hope construct the comprehensive and systematical estimation systems to vale the technology plan, financial plan, nation economic benefit, social benefit, ecology benefit, organizational management, the ability of funds raising and so on. It did not only advance the effectiveness evaluation of land administrating, but also reduced the blindness, promoting the utilization of funds maximum benefit. |
