Study On The Obstacles To The Development Of China's Agriculture Informatization And Its Overcoming

Agriculture informatization is an important component of national economy and informatization of society as well as an urgent task and important means to build a new socialistic county. This thesis, taking agriculture informatization as a research object, analyses such various factors as thinkings, infrastructure, investment, website construction, price of information products, education and training to farmers, which lead to a series of obstacles in the development of China's agriculture informatization, during the process of building a new socialistic country. On the basis of rational analysis, this paper proposes some countermeasures to be taken to overcome these obstacles.The main body of this paper is divided into three parts besides preamble and conclusion.The first part is the general introduction on China's current agriculture informatization condition and significance of promotion of infomatization.First, the meaning of agriculture inforamtization is explained. The so-called agriculture inforamtization is, with the foundation of computer network, to transfer such knowledge and information as agricultural research, agricultural technology, agricultural supply and demand information, policies on agriculture and rural development, agriculture development situation at home and abroad and economic and political situation to farmers, operators and consumers so as to guide the process of producing and operating, circulation of farm porduce and consuming through computer network(research paper). Then, it explains the current status of China's agricultural informatization. Finally, it discusses the significance of promotion of agriculture informatization.The second part is to further analyses the obstacles to the development of China's agriculture informatization.In recent years, the Chinese government, enterprises and research institutions have invested a tremendous amount of manpower, materials and financial resources into construction of agriculture computer network, database and application software development, the aim is to enable users to get good information service. And the actual situation in the rural areas has proven that the main users are farmer besides government, enterprises and scientific and technological personnel. However, the current farmers have little access to information from the Internet, information technology utilization rate is not very high and the gap appears between the builders and users. A number of obstacles exsit in the development of agricultural information, which also seriously influence the promotion and development.Through analysis, the development of China's agricultural informatization in the main obstacles are:1. Barriers of thinkings. The significance of agriculture informatization to the agriculture, rural areas and farmers have not been widely recognized by most of leaders. leading cadres at the grass-roots level do not have a strong sense of Agricultural Information; Information relatively weak sense of the broad masses of farmers, on the information needs of the problem is particularly acute for low aspirations; farmers are not enthusiastic about the initiative to use the platform. Most farmers simply take it as an dispensable sales channels.2. Infrastructure obstacles. In comparison with developed countries and cities, China's agriculture information technology infrastructure is vulnerable, computer and information network infrastructure is lagging behind and the density of network is low; Although the total amount of China's agricultural website is big, the imbalance of geographical distribution does exist.3. The barriers to investment. The funds invested is not sufficient in many places, which consequenly can not meet the actual requirement of agriculture informatization. The blind investments and waste of agriculture informatization building capital exsit in some places.4. Website construction obstacles. Website of the agricultural sector is incoordinate and the construction level Agriculture is not high.5. Information products prices obstacles. The prices of information products are generally high and farmers can not afford.6. The barriers to educating and training farmers. The educational level of farmers is generally low, which makes them to accept knowledge of informatization with difficulties. Specialist on agriculture informatization are widely short of, which is hard to lead informatization construction. The third component is, aiming at a series of obstacles which influence the development of China's agriculture informatization, to propose some countermeasures to solve the problems.First, the leading and supporting role of the government should be exerted. Positive change in the government's thinkings, the government played the leading role, and enhance the government's support. mobilize the enthusiasm of the agriculture sector.Second, the basic information network in rural areas should be quickened. It includes both hardware and software. The hardware should have the priority, speeding up the building of the information network popularization rate of computers. We should strive to solve the "last mile problem households." Software development is the establishment of a comprehensive database of agricultural information network, including the research and development of all kinds of software and other network applications. Promoting rural villages and households are fundamentally improving the information network coverage.Third, guidance of investment and management of funds should be strengthened. We should increase government funding support and widen the channels of fund investment.Fourth, level of agricultural websites should be improved. Agricultural information network should be enriched with information continuously and agriculture producing and managing information system should be established and the interactive function of network should be improved. A large scale of information base should be established in the agriculture website according to its own specialized advantages. The service function should be strengthened, information technology should be enhanced, the quality and standard databases should be improved so as to ensure the accuracy of the information rate and value. The entire sequence of network information, such as deep-seated organizational development , should be adjusted, which provides value-added information service.Fifth, the prices of agricultural products should be lowered. High prices of computers and networks is a major obstacle to progress in the agricultural information, computer prices along with the development of our society, gradually reduce price competition intensifies; relaxation of the entry conditions for the information industry, the information industry to increase the number of enterprises, strengthen the competitiveness of the information industry is an effective means to reduce the cost of information, as well as effective measures to accelerate the construction of agricultural information; information and learn from the experience of developed countries to formulate preferential policies, much to the charges on information technology in the rural areas tilt for farmers and lowering of standards; Business enterprises must vigorously develop the rural needs of the new business production and livelihood of farmers close to the new application.Sixth, education and training to farmers should be strengthened. We should actively promote information technology in rural primary and secondary schools to focus on improving the information capacity of the vast number of farmers, the strengthening of new types of training.Seventh, the implementation of agricultural information technology demonstration experiments.
