Since Shultz introduced the human capital theory in the 1960s,20th century,it has been gotten a great mass fervor of human capital in the worldwide. As rapid increasing global economic development and stiff international competition, many economists have found that material capital is not the key factor of influencing enterprises sustainable development, but the human capital. The human capital is the first essential factor of production, and it is also the strategic element for enterprises to gain dominant position in competition.At present, the enterprises are not only concerned about personal performance, but also concerned about organizational performance. In modern enterprises, except for a few individual work still needs to complete independence, the majority of work is collaborative work, and each individual have to work with other people. Therefore, the performance of individual staff can not represent the entire enterprise performance level. In other words, the entire performance in enterprises depends not only on the performance of individual staff, but also on organizational performance, and the organizational performance is the results of efforts and operation of all members in the enterprises.Many scholars have been made in-depth studies for the enterprise human capital investment, such as the property attributes of human capital, the subject of human capital investment, the costs and benefits of human capital investment, and the risk of human capital investment, etc.. However, there is little research on investment in human capital from the point of organizational performance.The purpose of this article is to find out the problems and their source based on the analysis of the status in Chinese enterprises, and adopt a series of measures to enhance human capital investment efficiency of enterprises. To promote utilization of human capital and improve organizational performance in enterprises through effective management, retaining, maintenance, encouragement of human capital and increase the stock of human capital in enterprises.This paper is divided in to 5 chapters, principally as follows:Chapter 1:IntroductionIn this chapter, it mainly introduces the background, purpose, main contents and structure of the paper. On the basis of these, it elaborates a few relative theories such as the theories of organizational performance and the theories of human capital investment.Chapter 2: The analysis of human capital investment status in domestic and foreign countryThis chapter mainly analyses human capital investment status in the United States, Japan and China, and then summarizes the problems of human capital investment in Chinese enterprises for the purpose of making the solution of effective investment of human capital.Chapter 3: The costs, benefits and risk of human capital investment in enterprisesThis chapter analyses the three modules of enterprise human capital investment (the cost of human capital investment, the benefits of human capital investment and the risk of human capital investment), for the purpose of dissecting the reasons of human capital investment problems in the deep layer.Chapter 4: The human capital investment solutions of enhancing the organizational performance in enterprisesThis chapter is the center of this paper, it put forward the measures of enhancing the organizational performance through the analysis of the factors of organizational performance, the relations between human capital investment and organizational performance and the functions for human capital to organizational performance. It proposes measures from three aspects—the absorption, maintenance and encouragement to promote the organizational performance. In addition, this chapter puts forward some precautions to prevent the risks of enterprises in order to promote the organizational performance.Chapter 5: The applied research of human capital investment based on organizational performance improvement in enterprisesThis chapter carries applied research in XX enterprise. It proposes some specific measures to improve its human capital investment on the basis of analyzing the problems on the human capital investment.
