Recently, the development of Chinese auto industry was extremelyrapid. But comparing with the auto industry of developed country, Chinese auto industry is relatively weaker. Therefore, the Chinese government always protects it. The tariff system is one of the important protecting means. With the opening policy expansion and Chinese auto industry growth , the tariff system has been reformed for adapting to the development of circumstances. But to the effects of the Chinese tariff system reforms on Chinese auto industry, the relevant theoretical analysis and empirical research is few. So we research the effects by theoretical and empirical analysis according to data of Chinese auto industry and economics theory. Finally, we give some suggestions to Chinese auto industry and the tariff system and hope suggestions become theory reference .The main body of the paper was divided into six chapters:The first chapter include the background and significance of paper, summarization of relevant research abroad and China. Furthermore, we explained the research method and the data source and the innovation in this paper.In the second chapter, we recollected the reformation course of Chinese tariff system and the evolution of tariff policy, duty function and rate. Subsequently, we recollected the reformation course of Chinese auto industry tariff system.According to relevance theory especially CH model, we analysed the effects of the Chinese tariff system reforms on productivity of Chinese auto industry and technological progress in the third chapter. Subsequently, we gave some hypothesis according to analysis.The fourth chapter is the empirical research of effects of the Chinese tariff system reforms on productivity of Chinese auto industry. In this chapter, we used the data of Chinese auto industry to measured TFP from 1990 to 2004.Afterward,we did the empirical research of effects of the Chinese tariff system reforms on productivity of Chinese auto industry. We also explained the hypothesis in previous chapter. In additon, we discussed other factors that may affect the productivity of Chinese auto industry.In fifth chapter, we gave some suggestions to Chinese tariff system and Chinese auto industry according to the conclusions in previous chapter.The sixth chapter is the conclusion of paper and expectation. This chapter conluded the research of paper and expected the relevant research in future.
