Nowadays, the process and speed of the human industrialization are booming faster and taster, while shortage of resources, labefaction of environment and other ecological problems are becoming worse and worse, at the same time, the conflicts between the economic growth and the ecological labefaction are becoming more and more piercing, while industrial ecology is the key and effective way to resolve them. Industrial clusters own the ecological connotation, which has strong systematic integration with industrial ecology. Industrial clusters emphasize scale economy and scope economy, which have many advantages, such as embeddedness, flexibility and innovation, etc. Industrial clusters can enhance the competitive superiority and achieve the sustainable development, while the traditional industrial clusters have the side tendencies to cause environmental externalities, such as congestion etTects and contamination effects, etc. Based on the fundamentatity of industrial ecology, the industrial clusters may remove the negative externalities effectively, and we select the modes of industrial clusters based on the mentioned conception can make the ecological bonus and economic returns to a proper equilibrium condition.In this paper, we consider that there are two modes of industrial cluster based on ecological fundamentality. They are vertical-closed form and horizontal-integrated form. We analyze the two modes from theoretical side to empirical side. At the same time, due to the theories and practices of them are still in the baby stages, the local government should take proper actions and continuous efforts to support, guide, cultivate and promote the development of the two modes.
