Study On Building Socialist New Rural Area

Building socialist new rural areas is an important historic mission in the course of our country's modernization put forward in the 16th plenary session of the 5th central committee of the CPC. This is a new developing strategy for rural areas under the background of an enlarging income disparity between urban and rural areas, with the purpose to reduce the polarization of wealth, remove the gap between urban and rural residents in the respect of production and life, and guard against the decaying of the countryside in the development of marketing. Therefore, building socialist new rural areas is a necessity to promote the overall well-to-do society, achieve common prosperity and construct the socialist harmonious society. Though our country has met the basic needs of constructing socialist new rural areas, there are still a lot of practical problems in different areas. So, how to construct new villages scientifically and reasonably becomes a problem that needs a rapid settlement at present, and it is also the issue that the paper will deal with.The paper is a microcosmic and demonstrative study with Gengzhuang Village as a case, which has become a well-off village from a poor little village. Although the description and study of Gegnzhuang Village is not of universal significance, it reflects genuinely how the village successfully construct a new socialist village by innovating land system, developing new-model industry and agriculture energetically and improving all social courses. The paper provides a profound study of Gengzhuang Mode on the basis of a deep research on the economic and social development since the present village leaders took office. And, finally the paper suggests concrete guiding measures to other rural areas in China. It is thought in this paper that the construction of the new rural area achieved in Gengzhuang Village is a result of faithfully carrying out Deng Xiaoping Theory and the important thought of Three Represents, and it is also achieved by self accumulation, hard work and intelligence. The essence of Gengzhuang Mode is adhering to the human-oriented Scientific Developing Idea, bringing into play the intelligence and power of the masses, persevering in accelerating rural town building by industrialization, and strengthening spiritual, political civilization. As to the construction of new rural area, it is suggested that the government and CPC should play a main role and lay emphasis on supplying public goods in countryside. It is also thought that cultural construction is in some way more important than economy construction. In all, socialist new rural area construction is to make material, spiritual, political, social and ecological civilization in rural area develop synchronously. Therefore, it should be carried out according to the requirements and goals set in the 16th plenary session of the 5th central committee of the CPC: developed productivity, wealthy living, civilized village custom, neat and clean countryside and democratic management.In order to get a thorough cognition of socialist new rural area construction, the paper develops its analysis from the following four aspects: the significance of building socialist new rural areas, the construction of Gengzhuang Mode, the experience and revelations of Gengzhuang Mode and suggestions on building socialist new rural areas.Gengzhuang Mode is one of the successful modes of constructing new rural area in building socialist society with Chinese characteristics and is of great significance for the vast countryside to construct new villages to achieve a overall well-to-do and harmonious society.
