Research On Financing System For Developing Industries Of Three Gorges Reservoir Region In Chongqing

The Three Gorges reservoir region is the special economic geography region because of constructing the Three Gorges Project. Since the project begins to be constructed, the economy of the Three Gorges reservoir region develops obviously rapidly. However, the peak of investment input for placing the immigration has passed. Nowadays, unbalance of this region is intensified, the economy of the Three Gorges reservoir region is stagnated relatively, and the issue of industry hollow is serious. To promote to develop the economy of the Three Gorges Project has to solve the issue of industry hollow, but the premise of solving this issue is guaranteeing the sufficient fund for developing the industry of this region. But four big financing channels finance which are called"first propelling force"in finance have completely withered, which seriously affects the development of the industry of the Three Gorges reservoir region. Therefore the financing channel have to be opened up, and the new-style financing system for developing the industry of the Three Gorges reservoir region must be constructed, which not only to be able to draw the development of the industry and the entire economy of the reservoir region, as well as has the important practical significance to develop the economy of the entire Chongqing.On the base of questionnaire survey and interview to government and correlative financial organization of key counties in Three Gorges reservoir region, this article adopts the research technique which unites the theoretical analysis and the standard analysis, the qualitative analysis and the quantitative analysis. First the article has analyzed the developing level of the Three Gorges reservoir region's economy and industry, and the main reason of bogging the economy of the region down, which is industry hollow, is discovered. Following closely, ecological environment, channel and the ways of financing are studied carefully, and some questions of present financing system of Three Gorges reservoir region are found. One is industry relies on policy financing excessively, and the functions of the market financing channel don't work; the other is the middle and small-scale enterprises, whose amount is big in Three Gorges reservoir region, have the congenital insufficiency in financing field.Under the theories of region industry competitive ability, region leading industry as well as the financing structure, the article constructs the new-style financing system to promote the economic and industrial development of the Three Gorges reservoir region through profiting advanced experiences from the domestic and foreign country. The characteristics of this system lay in blurring the concept"the enterprise", and taking the industrial project as the main body of financing, which smoothes the way for the market financing channel. The feasibility of the industry investment fund is also studied specially, and the entire process from to enter to the withdrawal is combed. Finally the article researches the correlation system of financing system for developing industry of the Three Gorges reservoir region, and emphatically constructed to guarantee system.This article is the extending research of a decision-making consultation research project on Chongqing economy and society, and the research on conducting financing system for developing industry of the Three Gorges reservoir region is attempted, which aims to solve the issues of withered finance and industry hollow, to provide the new idea to develop the economy fast, and also to provide the reference for the related decision-making body of government.
