As the rapid developing of China's logistics industry, the harmonydevelopment of regional logistics and regional economic has paidpeople's attention and support. At present, the governments at all levelsare actively developing regional logistics planning programs. However, inpractical, people are often keen on new projects, and have ignored theresources of logistics integrated. So, how to guide regional logisticsplanning and reasonable evaluation of the regional logistics planningprogram are very necessary.Based on the similarity of regional economy and regional logistics,This paper would use the theory of unbalanced development, which usedto guide the development of the regional economy, to guide regionallogistics planning. This paper followed the "growth pole" planningprinciples, "gradient" planning principle and the "division of the regional"planning principles, and analysis the implementation and tasks of regionallogistics planning. And then, put forward the principles, technical line,methods and the main content which the regional logistics planningshould be guided. Combining with Guangxi regional logisticsdevelopment, the paper developed Guangxi regional logistics distributionspace, infrastructure platform Logistics Information Platform, logistics policy platform, the logistics industry five main aspects as ademonstration.Based on the evaluation of the neural network model, this paperconstructed an evaluation system which based on neural network artificialintelligence to evalue the Guangxi regional logistics planning programsabove. At the same time, the matters and recommendations which shouldbe paid attention during implementing the Guangxi regional logisticsplanning were summed up.
