Exploration On Technical Innovation Capability Of China National Petroleum Corporation

Technical innovation capability has attracted the attention from industrial as well as academic fields. The exploration on technical innovation capability of China National Petroleum Corporation (CNPC) is of both practical and theoretical significance.The technical innovation practice and capability in CNPC were analyzed and an innovation indexing system was constructed using the method of Principal Component Analysis. The technical innovation efficiencies (TIEs) in 28 enterprise owned and 68 enterprise second affiliated research organizations of CNPC were estimated. These data were estimated based on Data Envelopment Analysis (DEA) model and sorted according to individual fields. The input redundancy and output deficiency in these organizations were also analyzed.It was found that the indexes for technical innovation capability could be divided into four components, namely research inputs, research outputs, research position, and outside cooperation.The research organizations in upstream enterprises of CNPC were less efficient in technical innovation than downstream ones; the enterprise second affiliated organization were more efficient in technical innovation compared to enterprise owned ones. The reason for input redundancy differed in different fields. Cooperative R&D had became the major component in improving the technical innovation ability.Based on the research results of this work, some suggestions were made for improving the innovation efficiency, which constituted some references for Chinese petroleum and chemical industry.
