| Common prosperity is not only the essential characteristic and general objective, but the basic difference between socialism and capitalism. At present stage, however, with building socialism with Chinese characteristic, comes the phenomenon of widening income distribution gap.An enormous income gap and unfair wealth distribution would bring about a series of social problems, so the adjustment of social distribution relation will affect immediately many other social aspects, especially at the moment when reform is going further, affecting each individual's interests, we should pay close attention to the issue and explore in depth.First, this article argues Marx's theory of distribution to each according to his work and its development in contemporary China, analyze in details Chinese planned economic system and the theory of distribution to each according to his work during economic change period and the model to achieve it, give a further discussion on individual income gap and area difference, analyze the causes and come up with effective cure approaches while taking advantage of foreign experience to resolve it.As economy grows, the income gap enlarges. In the first place among them is the area difference and that's where we start to solve the problem. The courses are many, such as nature, system and the individuals themselves etc. To resolve it we should act in the spirit of the 16th Conference: the first distribution should give priority to efficiency, then to fairness. That is we should be both just and effective when narrowing individual income gap to focus on justness at present in particular, now we should implement the policy of 'ensure the bottom income, adjust the high to increase the high income tax and the bottom line of low income, and meanwhile pay close attention to those in need, ensure to feed, clothe and quarter the needy. Distribute fairly doesn't mean to eliminate distinctions, but to be rational and proper. According to specific causes of wide individual income gap, we should take corresponding measures against egalitarianism and polarization to expand the medium income group, solve the problem of area difference and eventually enable our country to step on a harmonious, steady way of development. |
