A Study On Consummating The State-Owned Assets Management Corporations

Since the establishment of PRC, the state-owned assets, as the majority of national economy, play a significant role in the development of the national economy. However, there has been a great lag behind the reform on the management system of state-owned assets, which as a result has been for long a system obstacle to the development of the national economy and society. After the reform and opening-up, in particular, the rapid development of the national economy has increasingly brought out the contradiction in its management and administration. The reform objectives in the management system of the state-owned assets were laid down at the 16th Party Congress in 2002. In the research of the state-owned assets administration theory and practice, a new type of three-level state-owned assets administration system has initially established: state-owned assets supervision and administration commission-- state-owned assets management corporations—state-owned enterprises.The three-level state-owned assets administration system is an innovation in the system reform of the state-owned assets. State-owned assets management corporations, acting as a transition in the middle of the three levels, are considered an important link. But then, there have been a lot of debates and unsettled problems. The author, working in the negotiable securities industry and going through the process of the state-owned assets administration system reform, feels obliged to explore the orientation and management mode of the state-owned assets management corporations.On the one hand, this paper analyzes the significance of the new-type state-owned assets administration system overcoming the disadvantages of the old one. On the other hand, the new system practice of the state-owned assets management corporations is far from satisfactory and so emphasis is laid on both the improvements of state-owned assets management corporations and the policy proposals, by summarizing advanced modes in the Western state-owned assets administration.Accordingly, there are altogether six chapters in this thesis.Chapter One is the introduction of the research background and significance, research objects and methods, related research summary, and the train of thought and the basic structures.Chapter Two is about the reform exploration and the current situation of China's state-owned assets administration system.Chapter Three is the introduction of the state-owned assets management corporations of the new system. Chapter Four is the reference to the practice of overseas state-owned assets management corporations.Chapter Five is about the problems in existence of the state-owned assets management corporations, in comparison with the advanced practice of the state-owned assets management corporations in the Western developed countries.Chapter Six is the proposals aiming at the problems in Chapter Five for the state-owned assets management corporations, as put forward to improve them.
