The Relationship Of New Seed System Construction And The Development Of Agricultural Science Institute

Seed system is very important as the most basic agricultural production materialsand technological carrier which determine the yield and quality of products. At present,the agricultural competition in international market could be summed up to thecompetition of seed. After reform and opening, the seed development is relatively lag,which is short of market and service consciousness and make against the translation ofproduction.It is necessary to developing new seed industry under socialist market economy inorder to promote seed industry development. It is a industrialization system ofmarketization of seed's research, production management and use, whose businessentities is company, and formed by macroscopic readjustment and control ofgovernment. There exists some problems such as small-scale seed enterprises, nosystematic connection among the cultivation, breeding and marketing; weaktechnological innovate ability, low degree of aggregation, there are still manymaladjustments in state's seed industry, such as lower efficiency and qualification ofstaff who work in the seed industry and with weak sense of laws and so on. The authorproposes the modes of seed industry by analyzing actualities and factors.Agricultural Science Academy or Institute is a nation regional agriculturalscientific research important strength, along with the establishment of socialist marketeconomy, and deepening of development and reform of the science and technologysystem, they must follow the agricultural science and technology development, laws ofits own, and the socialist market economy rule, the union reality, constantly deepencorresponding reform from scientific research, development, personnel training and soon, speeding up the reform of internal agricultural science and technology system,mobilize the display general technical person's enthusiasm and the creativity adequately,dare to innovate enterprising, and participate in the market competition, then makes a bigger contribution for the national economy development and the agriculture advancein technology.In order to realize the sustainable development of agricultural science academy orinstitute, the author from three institutes in different area analyzes the present situationsand problem exiting, then proposes constructive countermeasures of reformation anddevelopment.
