In recent years, the great city traffic problem has been very serious as the rapid development of economy and society and the accelerative urbanization process. City subway is the most effective and perfect choice that solves the great traffic difficult problem. At present, the total networks of 15 big cities in the whole country are planned to reach about 2200 kilometers.The investment and construction the subway has reached a climax. The investment project of the subway has some characteristics, such as enormous investment, long construction period, high running costs, long investment recovery period, and public welfare and so on. Therefore it seems particularly significant to make an economic evaluation of the subway investment project. The conclusion of national economic evaluation determines whether the project is feasible directly. The national economic evaluation of subway project, an important component of project feasibility research, is to confirm the net contribution to national economy of the project. Shadow price is essential for the sake of measuring the expenses and benefits of the project accurately. It can reflect the project's contribution to national economy (benefits) and the reasonable prices that national economy paid for the project (expenses).To begin with the necessity of constructing subway, this thesis expounds that the decision of investing the project of subway is mostly depends on the national economic evaluation, whose crucial conclusion is determined by shadow price.
