The Research About Reform Of Departmental Budget

It has been more than 7 years since the central government department budget began to make its budget in 2000. We have got a lot of achievements since the implement of department budget in the past 7 years. But the exploration of how to improve the department budget and where the core of implementing department budget lies are still on.This paper focuses its research on how to enhance the management of public finance and design the system of public finance though perfecting the department budget .The thesis firstly analyses the conception and structure of department budget, contrasts the difference of department budget and traditional function budget. The thesis also analyses the character of department budget in other market economy country and summarizes the influence to our country.Discovering problems and analyzing problems are the precondition of solving the problems. But the latter is more important. This thesis puts forward 8 measures to improve department budget.The thesis can be divided into two parts. One is the part of theory, the other is that of practice. The former indicate the significance of department budget reformation. The latter mainly refers the situation of department budget in recent years and analyzes the existing problems. At last it presents the key points and measures of the reform.
