Study On The Strategy Of Intellectual Property Rights In Small And Medium-Sized Enterprises In Jilin Province

The intellectual property rights are the most important characteristic of the knowledge economy. Recently, many countries, specially the developed countries, are all establishing and carrying out all the intellectual property rights strategies. And they are looked upon as the strategic weapon of promoting our country's economy and enhancing international competition. Since our country started the reform and open policy, Party Central Committee and the State Council have drawn up a series of significant strategies complied with the development in the different period. Besides developing the Special Economic Zones in coastal areas, Pudong and Great Development West, the strategy of promoting the Northeast Old-industrial Base is another significant strategic action. The important part of promoting the Northeast Old-industrial Base is the industrial distribution. The industrial distribution can be divided into two ways. One is to use the new technology to transform the traditional industry. The other is to develop High-Tech Industry. Both of the roads cannot depart from the intellectual property rights, moreover they also play a more significant role.As an important strength in the national economy, the small and medium-sized enterprises play a strategic role in the various countries economical development. Chinese small and medium-sized enterprises reveal a prominently function in our economic development. The Sixteenth Party Congress put forward a strategy of promoting the northeast old-industrial base, it provided Jilin Province with a valuable and historical opportunity. Jilin Province will realize the skip development of economy under such background, the small and medium-sized enterprises will play the significant function. In recent years, the practical economical development of Jilin Province proved, the small and medium-sized enterprises of Jilin Province contribute more and more to the economical development. It reveals fast developing tendency. This thesis mainly talks about the research to intellectual property right in current situation, existing problem and settlement countermeasure of small and medium-sized enterprises. Through investigating and analysing, we find out the existing problem of intellectual property right in small and medium-sized enterprises of Jilin Province. And on the basis of analyzing the factors which influence the intellectual property right development of small and medium-sized enterprises of Jilin Province, we construct the frame and content of the strategic system of intellectual property right in small and medium-sized enterprises of Jilin Province. Meanwhile, we discuss how to accelerate the countermeasure of development of small and medium-sized enterprises of Jilin Provinc by using the strategy. The thesis mainly includes four chapters: In Chapter one, we will mainly introduce the background, significance and the main content the thesis; In Chapter two, we will mainly analyze the basic state of small and medium-sized enterprises of Jilin Province. We Mainly utilize various documents and materials to sum up the current situation of development of small and medium-sized enterprises of Jilin Province, then point out the role and the contribution of small and medium-sized enterprises of Jilin Province in socio-economic development of Jilin Province. Chapter three and chapter four are the main part of the thesis, in chapter three we will mainly discuss the current situation and the existing problem of intellectual property right in small and medium-sized enterprises of Jilin Province. Through the autoptical investigation, personnel visit and questionnaire, we investigated the current situation to the intellectual property right of small and medium-sized enterprises of Jilin Province. According to the result of investigation , we tried to find out the existing problem of the intellectual property right of small and medium-sized enterprises. In chapter four, we will put forward the countermeasure about how to use intellectual property right strategy to accelerate development of small and medium-sized enterprises of Jilin Province. We will try to construct the frame of development strategy of the intellectual property right system of small and medium-sized enterprises of Jilin Province. And according to the existing problems of the intellectual property right, we will put forward the countermeasure and suggestion of accelerating the development of small and medium-sized enterprises of Jilin Province by carrying on the strategy of intellectual property right.The final part of the paper is the concluding remark. It will summarize the main idea, the limitation as well as the following research direction of this article. The innovation of this article shows in the next three aspects:1. It is the first time in Jilin Province to carry on the practical intellectual property rights investigation and study to small and medium-sized enterprises.2. We attempt to construct the basic framework of intellectual property rights development in small and medium-sized enterprises of Jilin Province. We try to make clear about the strategic guiding ideology, the strategic target and the duty, proposed the concrete strategic strategy.3. We put forward some ideas and suggestions about how to use the intellectual property rights strategy to speed up the development of small and medium-sized enterprises.
