As China joined the World Trade Organization, the system of National Telecommunication Market competition has set up. With the situation of the competition ,it takes three advantages: customers have the opportunity to choose the telecom company as their willing; the long-distance telephone fee will be less than before, and the trend will be last in the future; the telecom companies can hold the market rate until the rivals overseas take their actions. As the result of the furry competition circumstance of the telecom market, how to enhance the operation efficiency of the telecom industry of provinces, how to carry out the persist rapid development of the telecom industry, have become the important subjects.But provinces'telecom have different situation of development, and the situation is so serious. In our Country, with the reason of history, many businesses of telecom have not had advanced accepted, for example, there is no fixed telephone network in some countryside far away form cities. And even the network exist, many people there can not afford the fixed telephone as the income of those people are too low. Because of the high prices of telephone, some families in the cities and counties which have bigger population may not have one phone or spend little money on it. So, the authority can not copy the example of abroad and chase the random of telecom blindly when carrying out the competition system, but considerate the Country situation and income level of our people, the situation of population, and the differences between provinces. It needs consumers who have enough money to the network investment, or the telecom operation companies will have no profit. The all businesses must be carried out as the lead of the Country situation. With the advance of technologies, the global telecom industry has the trend of from longduan to competition. We must take the experiences of abroad but not copy those, create the competition system, avoid the bad competition, fully considering the competitions of different businesses in the same industry, and the other things to get the health development of our telecom industry.In face of the competition circumstance of the telecom market, how can we find and amend the shortages and problems in the operating of telecom industry of provinces? Is there any ways in the statistics to use for reference? The answers are yes. The DEA method used more and more frequently in the resent several years can analyze multi-input-and-multi-output multi-criterion system, and estimate the comparatively efficiency of the elements.DEA method estimate the degree of the decision making unit (DMU), or called it comparatively efficiency of the units ,according a group date of the input and the output. The method overcame the former estimate methods'disadvantage of can only apply for the solo-input-and-sole-output system, and after its amending and improvement, the plus-mode was invented. In the sense of the Pareto—Koopmans optimization, it can separate the relative produce units to two classes of efficiency an inefficacy. Stephen and some others excogitate the method to compute the efficiency rate, with which the produce units can be ordered by the efficiency. In a word, the relative units can be classified and ordered by the comparative efficiency with the DEA method.This paper can create the C2R model to analyze telecom industry'operation efficiency and competition power of the 30 provinces in the macro layer. The aim of doing so is to find whether the multi input can reduce in a same scale when the multi output without reducing anymore. If the multi input can reduce in the above situation, then the unit is not in effect in DEA, otherwise it come to the effect in DEA. In the model, the value ofθ, which in the field of economics means the minimum value of multi input's scale can reduced when the outputs do not reduce, is the representation of the unit coming to the effect in DEA or not. If the value equals 1, then the unit is efficient in DEA; if the value is less than 1, then the unit is not efficient in DEA. Since the number of the units here is so small, we classify the value ofθinto to classes, that in one class the value equals 1, and less than 1 in the other class. If the number of the system is big, the value can be classified to more than 2 classes, and the meaning of value remains that efficient in DEA when it equals 1, inefficient when less than 1. To do so, is to prepare for simplify the estimating criterion system in a whole view with the theory of the Rough Set, not to any else mean.Of course, the DEA methods is not omnipotence to surely get the reliable and efficient result after analysis in any condition, under any circumstance. But anyway, it works well as to the general multi-input and multi-output multi criterion system, sometimes needed a little handle in technology. You can read some relative books to overcome the problems about how to amend the model of the DEA method in some situations, we won't talk about it much here.As all we know, it needs to create a complete, reasonable, reliable criterion system to estimate its comparative efficiency for each composite system, and it won't be exception to the telecom industries'operating efficiency estimating of provinces. Here we will estimate the situation of the telecom market's competition in two main criterion system, each have several aspects to infect the target of the whole system. Each criterion includes several input criterions and output criterions, and it can be adjusted accord the aim of estimating, but it must reflect the target of the system and get the reliable synthesis result by choosing several criterions.The theory of Rough Set developed in the base of intelligent information processing and auto system technology's improvement. As the birth of the new theories, the new methods and the new technologies, the new subject and relative technology fields appeared in the intercross of the computing technology and the auto technology. In the basis of mathematics computing, a serial mature technology system applied to the object of ascertain complete information has come to being. And what is more important is, a serial efficient technology system applied to the object of uncertain incomplete information has also come to being as the birth of the theory of the Rough Set. It belongs to the soft computing technology's field, and its logical process and operation mechanism simulated more nature and human's self-adapt behaviors and properties, then it expanded to the wider field of soft computing including the noise condition's NP problem from the circumstance of pure hard computing.With the theory of the Rough Set, it can reduce the abundant information of the estimating criterion system efficiently, and simplify the originate estimating criterion system to the minimum, without infect the efficiency of the result, and it can find which group of the criterions can uniquely identify the different properties of the units, and there is often not only one group like that.It needs the identify matrix with dispersible date to simplify the criterion system, and it's stated above that the identify matrix can be got by dispersing the value ofθwhich means whether the criterion is efficient in DEA to several represent number after processing the date of he criterion system. And after doing this, the matrix simplified can uniquely identify the properties of the units, that is to say it include all the information that differ the properties of the units. With the new matrix, both the importance of the lower layer's criterions comparing to the corresponding higher layer's criterions and the importance of the higher layer's criterions comparing to the system target can be computed. Then the results can be unified in the corresponding layer, and at last we get the synthesis proportion of the criterions. The quantificational result can be got by adding all the product of the date and the corresponding proportion.Like the DEA method, we can make some change to the Rough set model or method when the conditions and circumstance changed. You can get the relative knowledge by reading relative books an papers.With the two method in serial connecting like a line, we can assure the result inflect the differences of the units'properties, and also can get the synthesis estimating quantificational data. So the methods is much useful and an excellent one, and it can be used widely in various multi input and multi output systems, and it works better if the number of units is bigger. Otherwise, if the number of units is not big enough, there is no necessity and possibility to simplify the criterions and the conclusion is no use. In a word, this paper described and analyzed the history of the national telecom market's development and the forming course of the competition circumstance, and use two methods or technology which is mature in technology and fashion in theory to estimate the telecom industries'operating efficiency of provinces reliably in the whole view.For the convenience of further studies, we can conclude the general method to estimate the multi input and multi output system, and form the criterion of a serial of efficient methods, which is not only feasible but also efficient.In conclusion, the DEA method and Rough Set can estimate the telecom market's competition's situation and the efficiencies of the telecom industries'operating efficiency of provinces in the view of practice to help the telecom companies improve their disadvantages in business, push the reform of the telecom industries of provinces, and at last come to the persist development.
