The Extension Evaluation Research On Reducing Cultivated Land And Planting Forest Of Sloping Farmlands In Northern Shaanxi

The Northern Shaanxi has longstanding history and well-known both in China and abroad. However, many factors will restrict the economical development in North of Shaanxi, such as the low resource utilization, the deteriorate environment, the serious of soil erosion and so on. The main reason is that there are lots of the sloping farmlands in Northern Shaanxi and these sloping farmlands adopt the traditional planting methods in the long time. On the predecessor studies, the most improvement way is to reduce the sloping cultivated land and to plant forests and grass. Since the County proposed "The experiment site project of the reducing cultivated land and planting forest", it is concerned by many people. Applying the reducing cultivated land and planting forest policy effectively, developing and using the land reasonable and adjusting the industrial structure, is play important part in improvement the ecological environment. So it can improve the economical development in Northern Shaanxi.The paper is based on a provincial soft science research project, .The paper will roundly analyze all the factors, which are involved in the aspects of the ecological, economy and society, to analysis the necessity of the reducing cultivated land and planting forest of the sloping farmlands in Northern Shaanxi. And elaborate the preliminary result in Northern Shaanxi. Meanwhile, building the appraisal system of the reducing cultivated land and planting forest of the sloping farmlands, and using the extension evaluation theory to evaluate the target of the ecological, economy and society in North of Shaanxi, Yan-an city and Yu-lin city. On the found of the extension evaluation, using the gray forecast theory, evaluate the future development tendency of the reducing cultivated land planting forest of the sloping farmlands in Northern Shaanxi.The extension evaluation theory is a part of the Extension. This is a new subject. The idea is applied into analyzing the problem firstly just like the cultivate land planting forest of the sloping Farmlands project in Northern Shaanxi.
