Research On Statistic And Analysis System Of Highway Project Pricing

Means of transportation is the basis of economic construction and development of the country. Large-scale highway construction needs great amount of capital investment on highway construction. Project pricing is a surveyor's staff for the country to control investment macroscopically, and a criterion for the investors and constructors to balance the project. To research on the authorization method for project pricing, has great significance for the reasonable determination of highway project pricing quantum and the well functioning of the country's investment. The present highway project pricing management mode of our country has played an important role in certain period, but under the current background of market economy and joining, many improper aspects has appeared, especially the highway project ration modification, and highway project analysis, forecast, and evaluation, which need urgent improvement.This paper firstly analyzes the main problems existing in current highway project pricing system, and discusses the adjustment of highway project ration and the authorization of complementary ration. Through the vertical and horizontal analysis on highway project pricing, it provides the recommended values for the highway project investment standard of Jilin Province. Because manpower cost, material cost, and machine use cost generally takes a proportion of more than 65% in the total cost of highway project, among which the material cost and the machine use cost occupy the dominant status, while under the condition of market economy, influenced by the relation of demand and supply, steel products, cement, and bitumen as the three main material for highway project has a large price increase, which causes the year by year increase of the prices of machine use price and petrol price, so it is necessary to forecast the pricing of highway project. Therefore, the paper discusses the method of forecasting the construction and installation cost in the construction period according to the statistic data of the year when the costs are authorized, and establishes two forecast models, which are statistical forecast model and neural network forecast model, whose outcome can meet the practical demand of the highway project pricing management.This paper is based on highway cost exponent, uses single-item price exponent of highway project, branch and segment price exponent, and highway investment price exponent etc to establish highway project cost exponent model, and discusses the releaseplatform of highway project cost exponent and the application the highway project cost exponent. The evaluation of highway project pricing decides whether the pricing of the highway construction items are rational, and whether the loans are honest and trustable, so the paper discusses the basic process and vital steps for evaluating highway project pricing, and gives an evaluation model for highway project pricing based on Highming distance. This method can use computer to construct pricing evaluation module, form pricing evaluation system, and be inlayed in pricing management system as a subsystem.
