With the vigorous development of logistics, especially the appearance of professional logistics companies, lessening logistics cost is becoming the third source of profit, and this makes people pay more and more attention to logistics cost's reduction. As one of fundamental main body of logistics function, transportation's cost-reduction plays a major role in logistics's cost-reduction. Truck-road transportation cost accounts for the most transportation cost, and vehicle scheduling is the key to transportation logistics, so optimizing the controller on truck-road transport vehicle is a scientism method to reduce transportation cost. Along with the perfection of major national highway system and the speeding development of technologies like GPS, GSM,GIS etc, it becomes possible to schedul truck-road transportation vehicles generally, and this also makes the study about truck-road transportation vehicle scheduling has important practical significance.This paper reviews the research results about vehicle scheduling problem, combines with truck-road transportation's industry status and development trends and analyzes systemically the basic questions about truck-road transportation vehicle scheduling, including the constituent elements, classification, research methods and difficulties of the transportation vehicle scheduling. This paper makes systemic classification, comparison and summary about the present solutions to vehicle scheduling. According to the features of truck-road transportation vehicle scheduling, this paper puts forward using genetic algorithm to solve the transportation vehicle scheduling problem and makes focus discuss on the characteristics and implementation method of genetic algorithm.Based on the reasonable hypothesis about the practical background of truck-road transportation, this paper sets up rather integrated math models about truck-road transportation vehicle scheduling problem. This paper puts up a series of improvements on basic genetic algorithm's intersect and variation to make it suitable for the solution of truck-road transportation vehicle scheduling problem. The paper also makes computer numeral simulation experiment on improved genetic algorithm. The result proves that the method used in this paper has great improvement than traditional methods, it saves the transportation mileage and reduces the cost in the whole service period.Finally, aiming at speeding development of truck-road transportation and the huge application foreground, using Delphi 7 develops the truck-road transportation vehicle schedulching information system that enterprises really need. According to general principle of design about vehicle scheduling information system, this paper makes general design and computer program about system running environment and functional modules. The system has preferable practicability and expansibility, it can provide rational scheduling plan, scheduling vehicles through this system can increase the vehicles' utilization efficiency , improve enterprises' operation efficiency, and create more profit for enterprises.
