The Chinese tourism has obtained the swift and violent development since the 1990s, and it has become one important part of people's life. But at the same time, tourism in different region in our country develops unbalancedly, facing many problems. The article has conducted thorough research to the tourism destination, from the angle of tourism location. Firstly, this article has summed up the domestic and foreign research related, at the basic, elaborates the definition and connotation of tourism location. And then, has analyzed location essential factors deeply, that is, resource location, market location, transportation location and cognition location. Thus it obtains the concept and connotation of non- optimal region of tourism location further.The key point in this article is the basic strategy of this kind of tourism destination realistically, in view of the non- optimal performance. Finally take the Rizhao city of Shandong Province as the case, the author analyzes its non- optimal region of tourism location in detailed. And then this artical has proposed tourism's development strategy of Rizhao city, hope these can give some help to it by the time.
